The first group of important resolutions concerns development plans and resources. Within this group, the session adopted resolutions on: the socio -economic development plan for 2026, the public investment plan for 2026, the local government's borrowing and debt repayment plan for 2026, and the socio-economic development plan for the period 2026-2030. This forms the "backbone" guiding the city's operations in the coming year, while also seamlessly connecting annual plans and medium-term strategies.

In addition, another major group of resolutions focuses on the health and social security sector, including resolutions promulgating mechanisms and policies for lending to the poor and policy beneficiaries; regulations on the level of financial support for community health collaborators; promulgating specific policies to strengthen and improve the capacity of health stations; and adjusting the monthly social allowance and monthly social pension payment levels.

The Ho Chi Minh City People's Council also approved regulations on the level of support for health insurance contributions for leprosy patients at Ben San Hospital, orphaned children, and people in difficult circumstances, as well as regulations on the content and expenditure levels for some health and population activities.
This set of resolutions aims to address and improve the weaknesses in the capacity of primary healthcare, expand the universal healthcare network, and increase access to healthcare services for vulnerable groups.

Simultaneously, the resolutions on education , social security, and policies for vulnerable groups continue to demonstrate the city's humane orientation. The resolution on policies supporting tuition fees for students, graduate students, and doctoral candidates from ethnic minorities expands educational opportunities for disadvantaged groups. The resolution on providing additional financial support for certain groups participating in voluntary social insurance encourages people to proactively participate in the long-term insurance system. Furthermore, the resolution stipulating specific policies to support those who have rendered meritorious service to the revolution and their relatives further affirms the spirit of "gratitude and repayment," a pillar of Ho Chi Minh City's social security policy.

These three major policy areas demonstrate the city's preparation for recovery and breakthroughs in 2026, while also striking a balance between economic growth and social welfare.
At the meeting, delegates contributed nearly 430 million VND to support those affected by the storms and floods.
