In particular, the task of improving the lives of ethnic minorities is identified as the focus, with many strong investment programs from provincial and central resources.
According to Mr. Vu Ngoc Lam, Chairman of the People's Committee of Da Teh 3 commune, the entire commune currently has a natural area of over 19,482 hectares, comprising 17 villages with 10,893 inhabitants. Ethnic minorities account for more than 20%, belonging to 10 ethnic groups living together; of which, ethnic minorities of Central Highlands origin account for up to 84.25% of the ethnic minority population, mainly concentrated in Da Nhar village and village 8. This area has been identified by the commune as the core region in its socio -economic development investment programs.
Thanks to the province's attention, the decisive direction of the Party Committee and the government, and the consensus of the people, the multidimensional poverty rate of the commune has decreased to 2.1%. Of this, the poverty rate is only 0.49% and the near-poverty rate is 1.61%. The poverty rate among ethnic minorities is currently 1.77%, and the near-poverty rate is 2.12%. These figures demonstrate the significant efforts of a newly established administrative unit, which is gradually improving its organizational structure, strengthening infrastructure, and caring for the lives of its people.
In 2025, Da Teh 3 commune was allocated 1,560 million VND by the Provincial People's Committee from the National Target Program for socio-economic development in ethnic minority and mountainous areas, according to Decision No. 2076/QD-UBND dated November 12, 2025. Using this resource, the commune quickly advised on the issuance of resolutions and decisions on capital allocation and assigned tasks to each project-investing agency.

Specifically, the Office of the People's Council and People's Committee of the commune was assigned to maintain and repair the K'Tư road in Da Nhar village with a budget of 560 million VND. This project is significant in improving internal village transportation, facilitating easier travel for residents and reducing safety risks during the long rainy months. The Commune's Department of Culture and Social Affairs was assigned to repair the Da Nhar village community center with a budget of 1 billion VND; this project contributes to improving the spiritual life, creating a space for meetings and cultural activities, and preserving the local identity.
Up to now, all investors have completed their documents and are implementing construction according to schedule. The Commune People's Committee expects to disburse 100% of the allocated capital by the end of 2025, thereby ensuring effective use of the budget and meeting the requirements of the program.
According to Mr. Vu Ngoc Lam, in parallel with the tasks for 2025, Da Teh 3 commune is developing an investment plan for the period 2026-2030 with a total estimated capital of over 33,091 million VND. This is a crucial phase aimed at completing infrastructure, improving people's lives, and gradually developing the ethnic minority area sustainably.

Of the 16.621 million VND in development investment capital, the commune plans to support the construction of 12 new houses and the repair of 3 houses for ethnic minority households, helping people to settle down and develop their family economies. One of the key priorities is the investment in 4 centralized water supply projects in Ha Tay, Ha Lam, Da Nhar villages and Village 8, with a total cost of 5 billion VND. When completed, this clean water supply system will definitively solve the problem of water shortage, especially during the peak of the dry season.
The largest project in the 2026-2030 period is the planning and resettlement of residents in Da Nhar village, with a budget of approximately 11 billion VND. The project includes the construction of roads, electricity, clean water systems, and other essential infrastructure. This is considered a crucial step towards stabilizing the long-term lives of the ethnic minority community living there, while also opening up new development opportunities for the people.

In the career development capital group with 16,470 million VND, the commune continues to implement livelihood support programs, address land shortages for housing and production, and address the issue of scattered access to clean water. Simultaneously, it promotes vocational training, human resource development, and community health care. Notably, the commune plans to organize three classes teaching the Ma ethnic language to officials and civil servants with a budget of 600 million VND, helping to improve their ability to access and serve the local people.
In addition, the commune will allocate 300 million VND for agricultural and non-agricultural vocational training courses, opening up new job opportunities for local laborers. Healthcare for mothers and children, prevention of malnutrition, and improvement of the physical condition of ethnic minorities will also be prioritized with a budget of 300 million VND, aiming to ensure a healthy life and comprehensive development for the people...

According to Mr. Vu Ngoc Lam, Chairman of the People's Committee of Da Teh 3 commune, investment programs not only help strengthen infrastructure but also create sustainable livelihoods for the people, especially ethnic minorities. The commune is determined to implement these programs decisively, on schedule, according to objectives, and ensure tangible results, contributing to narrowing the development gap and improving the material and spiritual lives of the people.
In the context of a newly established commune, the policies and projects implemented in Da Teh 3 commune during the 2025-2030 period will play a crucial role in improving the lives of ethnic minority communities, promoting socio-economic development, and bringing a new look to this land with great potential.
