On the afternoon of December 9th, the Dak Lak Provincial People's Council, 10th term, 2021-2026, held its fourth special session to consider and decide on a number of issues within its authority.
At this session, the People's Council of Dak Lak province issued a Resolution stipulating the principles, scope, support levels, and use of support funds for activities to protect rice-growing land in Dak Lak province, as prescribed in Article 15 of Government Decree No. 112/2024/ND-CP dated September 11, 2024.
Accordingly, the applicable subjects are state agencies; rice land users and other entities involved in the management and use of rice land in Dak Lak province.
In principle, the funds allocated for supporting the protection of rice-growing land are intended to supplement lost rice-growing land or increase the efficiency of rice-growing land use, support localities in rice production, protect rice-growing land, and increase the efficiency of rice production in the locality.

State budget funds supporting rice production are allocated and supported based on the area of rice-growing land as approved by the Provincial People's Committee in the land use plan of the year immediately preceding the planning year; the area of rice-growing land eligible for support under point c, clause 1, Article 14 of Decree No. 112/2024/ND-CP detailing regulations on rice-growing land is determined according to the Decision of the Provincial People's Committee approving the planning area for high-yield, high-quality rice cultivation.
Specifically for the funding allocated for 2025 and 2026, the rice cultivation area is based on the province's land statistics from 2023, which have been published by the Ministry of Natural Resources and Environment .
The use of funds must comply with the provisions of the State Budget Law and related legal documents, ensuring that the funds are allocated to the correct beneficiaries, within the appropriate scope, for the correct content, and at the correct rates. In cases where the same support policy is stipulated by the locality, the highest policy rate will be applied.
The scope of support covers activities stipulated in Clause 2, Article 15 of Government Decree No. 112/2024/ND-CP dated September 11, 2024, detailing regulations on rice cultivation land.
The support allocation, for state budget funds as stipulated in Clause 1, Article 14 of Decree No. 112/2024/ND-CP, is allocated to provincial and commune budgets at 30% of the total funding for rice land protection allocated to the provincial budget and 70% of the total funding for rice land protection allocated to the commune budget.
Regarding state budget allocations to provincial budgets, these funds are used to support activities such as assessing the physical and chemical properties and constructing agricultural and soil maps of rice-growing areas on a 5-year basis; repairing, maintaining, and servicing agricultural and rural infrastructure in inter-communal and ward areas; and supporting the purchase of protected rice variety rights. The maximum support for purchasing protected rice variety rights shall not exceed 50% of the actual contract cost approved by the competent authority, but not more than 300 million VND per rice variety, provided it has not received any other state budget support. The remaining cost shall be paid by the organization or individual.
Regarding state budget allocations to commune-level budgets, at least 50% of the allocated funds shall be used to support activities such as: assisting rice farmers in using legally sourced rice varieties for production; applying production processes, technical advancements, and technologies recognized by competent state agencies; building demonstration models; agricultural extension activities; organizing training, workshops, and linking production and product consumption. The remaining funds allocated to commune-level budgets shall be used to support activities related to improving and enhancing the quality of rice-growing land; repairing, maintaining, and servicing agricultural and rural infrastructure within the commune.
This Resolution comes into force from December 19, 2025.
