Specifically for the funding allocated for 2025 and 2026, the rice cultivation area is based on the province's land statistics from 2023, which have been published by the Ministry of Natural Resources and Environment .

The use of funds must comply with the provisions of the State Budget Law and related legal documents, ensuring that the funds are allocated to the correct beneficiaries, within the appropriate scope, for the correct content, and at the correct rates. Regarding state budget allocations to provincial budgets, these funds are used to support activities such as assessing the physical and chemical properties and constructing agricultural and soil maps of rice-growing areas on a 5-year basis; repairing, maintaining, and servicing agricultural and rural infrastructure in inter-communal and ward areas; and supporting the purchase of protected rice variety rights. The maximum support for purchasing protected rice variety rights shall not exceed 50% of the actual contract cost approved by the competent authority, but not more than 300 million VND per rice variety, provided it has not received any other state budget support.
