
On December 11-12, Mr. Tran Minh Khoa, Chairman of the People's Committee of Phu Quoc Special Economic Zone ( An Giang province ), announced that the locality had just issued a notice regarding land registration and declaration; encroachment on land managed by state agencies and organizations; and improper use of land.
According to the Chairman of the People's Committee of Phu Quoc Special Economic Zone, in recent times, the encroachment on land managed by state agencies and organizations (forest land, land along the coast, rivers, streams, etc.) has become increasingly complex in Phu Quoc. Through inspections, land management agencies have discovered many cases of dishonest declarations of land use origin, and the use of documents with signs of fraud in land registration and initial land use right certificate applications.
Specifically, providing false information about the origin and time of land use; submitting applications with illegal documents, documents lacking legal basis, forged documents, or transfer documents not certified by the competent authority; arbitrarily creating handwritten documents or sales agreements contrary to land law regulations.
In addition, there is a situation where many households arbitrarily use land for purposes other than those stated on their land use rights certificate, house ownership certificate, and other property certificate (certificate).

In response to this situation, the People's Committee of Phu Quoc Special Economic Zone requires residents to use land within the boundaries and purposes stated on their land certificates, and to absolutely refrain from encroaching on or occupying land managed by state agencies and organizations; and to carry out procedures to change the land use purpose from agricultural land to residential land or non-agricultural land permitted for construction when needed and meeting the conditions as prescribed.
At the same time, truthfully and accurately declare land use and related documents when submitting land registration applications and obtaining land use right certificates; do not listen to or engage in transactions, buying, selling, or transferring land of unknown origin or without a certificate; do not buy or sell land with signs of encroachment, to avoid causing damage to your property and rights.
Acts of using land improperly, encroaching on boundaries, or occupying land managed by state agencies or organizations; making false declarations; or using illegal documents will be handled according to the law. In cases of serious violations such as intentionally making false declarations or registrations of land, land appropriation, or using forged or illegal documents, criminal prosecution may be considered according to the law.
