Many bidding packages in the Ho Chi Minh City Ring Road 3 Project are behind schedule.

The investor and contractor are required to create a manpower and equipment tracking table for each package, and urgently compile the stone requirements for the entire year of 2026 and the remainder of 2025, in order to ensure a continuous supply to support the construction progress.

On the afternoon of December 11th, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong, along with relevant departments and agencies, inspected a series of construction sites belonging to the Ho Chi Minh City Ring Road 3 Project in the western area, including the Kenh Thay Thuoc Bridge (package XL10, Binh Loi commune), the TL10 intersection (package XL9, Tan Vinh Loc commune), and the National Highway 22 roundabout (package XL7, Hoc Mon commune). After the on-site inspection, the delegation held a meeting with the investor, contractors, and construction units at the Hoc Mon Commune People's Committee.

At the meeting, Mr. Le Ngoc Hung, Deputy Director of the Project Management Board for Investment and Construction of Transport Works, stated that the Ring Road 3 project section through Ho Chi Minh City was approved by the National Assembly in accordance with Resolution 57/2022/QH15, with the Transport Board acting as the investor for two component projects.

Component Project 1 is 47.3 km long, of which 14.7 km passes through the former Thu Duc City and 32.6 km through the former Cu Chi - Hoc Mon - Binh Chanh districts. The route is a 4-lane expressway with a total investment of over 22,400 billion VND.

Component project 2 involves land clearance along the entire route, covering an area of ​​approximately 410 hectares, with a total investment of nearly 19,000 billion VND.

According to the plan, on December 19, 2025, the 14.7 km elevated bridge through Thu Duc and the 22 km gravel roadbed section in the West will be opened for technical traffic; on April 30, 2026, the 32.6 km Western expressway will be opened for technical traffic; and the entire Component Project 1 will be completed on June 30, 2026.

To date, 10 main contract packages have reached 68.1% of their target, equivalent to over 11,200 billion VND in contract value. The Thu Duc elevated bridge alone has reached 85% completion, exceeding the planned schedule and meeting the requirements for technical traffic opening on December 19th.

Regarding construction materials, the demand for embankment sand is 5.6 million m³, of which 72% has been mobilized; the demand for construction stone is 2.5 million m³, of which only 47% has been reached, leaving a shortfall of 1.3 million m³.

In the Cu Chi - Hoc Mon - Binh Chanh area, construction progress has reached approximately 60%, with over 1,400 billion VND disbursed in 2025. The entire route has 28.5 km of weak soil, of which 22 km have been treated.

According to Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong, the area from package XL6 to XL10 is under pressure regarding progress. Besides the Thu Duc elevated bridge, many other items remain unfinished due to material shortages, unresolved financial issues with contractors, and heavy rainfall.

Comrade Bui Xuan Cuong requested that the units concentrate maximum manpower, machinery and equipment, and increase the number of construction teams to compensate for the delay; setting a target of opening the section from package XL4 (formerly Binh Duong area) to the end of package XL6 in Hoc Mon commune and Tan Vinh Loc commune by February 10, 2026, along with ensuring that the bridges at Kenh Thay Thuoc, Binh Goi and Tran Dai Nghia are ready for early operation.
