Living insecurely next to the golden land
In early December 2025, when we came to Tan Phuong block, Vinh Tan ward (now Truong Vinh ward) to learn about the project's progress, we were told by Mr. Vuong Dinh Phuc, one of the households affected by phase 2 of the Le Mao road extension project: This project started in 2010, and has been going on for 15 years now. He and nearly 30 households here have been repeatedly mobilized and inventoried by ward and city officials to prepare for relocation to make way for the project. The most recent time was in 2024, but since then there has been no change and with the current situation, it is unknown when the project will restart.

Because the project was suspended and every year during the rainy season, the house deteriorated beyond repair, but it was not known when they would move, so in 2024, he and other residents submitted a petition to the ward to repair their houses; at the same time, if they were to move, it would be organized soon.
However, more than a year has passed and the situation has not changed. Mr. Phuc also said: The land he lives on is 680 square meters, which was left by his parents in 1969 and has been stable for more than 50 years. He has 5 children, 4 of whom are married. Due to the temporary accommodation, he has to rent a house. Only his grandparents and youngest daughter are left, but it is very difficult during the rainy season.
Mr. Tran Van Truong's family, right at the intersection with the end of Le Mao Street, currently has 3 generations living for more than 50 years on a 1,200m2 plot of land.
The difficulty for Mr. Truong is that he has a land use right certificate but cannot separate the title so that his children can build a house. Dozens of people have to live in a makeshift house, which is hot in the summer, flooded in the rainy season and requires moving furniture, and the surrounding wastewater is deep and unsanitary...

Meanwhile, in the case of Mr. Nguyen Dinh Hung, also in Tan Phuong block, although his current residence is not subject to clearance, the land plot he bought, nearly 400 square meters next to the Le Mao extended road project and Ho Xuan Huong road (now Vinh Giang block), was granted a land use rights certificate in 2015 but was caught up in the planning of the Le Mao extended road project and the Vinh river embankment project, so he was also "affected".
Mr. Nguyen Dinh Hung said that out of the 400m2 , he accepted 200m2 being affected by the planning, and when the road is built, he will receive compensation and support later, and set aside 200m2 to build a house, because the accommodation is too damp and temporary. However, since 2020, this option has not been feasible because when applying for a building permit, it has been rejected on the grounds that the land his family bought is undergoing planning adjustment.

This is the situation of 3 out of 28 households living temporarily due to the impact of phase 2 of the Le Mao extended road project. Mr. Nguyen Van Nhac - Head of Tan Phuong block added: After the clearance, the surrounding houses are all spacious, but the people of Tan Phuong block still live in dilapidated, damp temporary houses that cannot be repaired. The block has made many requests but has not received any response.
Prioritize removing difficulties and obstacles
Talking to us, Mr. Nguyen Ngoc Phong - Vice Chairman of Truong Vinh Ward People's Committee said: Phase 2 of Le Mao road project extended in 2010 was invested in the form of BT investment (build-transfer contract). However, by 2022, it was switched to the form of public investment from the budget. From 2024, after being approved by the City People's Council, Vinh City People's Committee at that time decided on the investment policy and established a survey and inventory team, along with selecting the resettlement area. However, after switching to implementing 2-level local government, the project stopped and was transferred to the province.

According to the People's Committee of Truong Vinh Ward, there is currently no information about restarting the project. According to the 2024 Land Law, the first condition for relocation is to have a resettlement area so that people can hand over the land for implementation.

In 2024, after the investment policy for the second phase of the Le Mao road extension project with public investment was approved, the city surveyed the locations for resettlement of 28 affected households. However, because the Vinh Tan area no longer has a concentrated resettlement land fund of about 20,000m2 , the city has proposed 4 planning locations for people to choose from: the resettlement area of Tan An block (old Vinh Tan ward); the resettlement area of Yen Phuc block (old Hung Phuc ward) and the planning area for dividing plots in hamlets 5 and 21 (old Nghi Phu) and the planning area for dividing residential land plots in block 2 (old Ben Thuy ward). After collecting opinions, the majority of households wanted to resettle near their old residence in Vinh Tan, so the next step could not be implemented.

Learning more, we learned that from the third quarter of 2025, after the Provincial Land Fund Development Center received the content of reviewing the resettlement area to clear the ground for phase 2 of the Le Mao extended road project, this unit surveyed the situation to implement in order of priority.
Regarding the Le Mao extended road project, the Center said that there is currently no plan. The reason is that the resettlement projects that the Center is implementing are all stuck in site clearance issues, in which the main problems are related to households whose land was previously allocated by the cooperative to be recovered.
Mr. Cao Quang Trung - Director of the Provincial Land Fund Development Center said: The Center is assigning departments and offices to research the above problems and submit to the Provincial People's Committee a solution./.
