Expanding Ho Chi Minh City - Trung Luong - My Thuan Expressway under PPP method

The Ministry of Construction has issued Decision No. 2166/QD-BXD approving the investment project to build and expand the Ho Chi Minh City - Trung Luong - My Thuan Expressway under the public-private partnership (PPP) method.

Investing in the complete expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway aims to reduce traffic congestion. Along with other existing transportation projects in the region, this will form a comprehensive transportation network in the Southern Key Economic Zone and gradually complete the expressway network in the Mekong Delta, contributing to meeting the transportation needs from the Southwestern provinces to Ho Chi Minh City and the Southeastern provinces.

At the same time, the project creates opportunities and momentum for regional spatial development with a synchronized system of technical and social infrastructure, connecting economic centers, international border gates and seaports; enhancing competitiveness and creating momentum to promote regional economic development; contributing to ensuring national defense and security; and gradually achieving the goals and strategies for socio-economic development according to the Resolution of the 13th National Congress of the Party.

The project has its starting point at Km9+325 at Cho Dem intersection, Tan Nhut commune, Ho Chi Minh City; its ending point is at Km105+454 at the northern end of My Thuan 2 bridge, An Huu commune, Dong Thap province, approximately 96.13 km long; expressway scale.

The Ho Chi Minh City - Trung Luong section, in its completed phase, is planned to have 10-12 lanes (12 lanes for the section from Cho Dem to Ring Road 4, and 10 lanes for the section from Ring Road 4 to Trung Luong), with a design speed of 120 km/h. The phased investment will have 8 lanes, with a design speed of 120 km/h, in accordance with the National Technical Standard on Expressways QCVN 117:2024/BGTVT, and the Expressway Standards TCVN 5729:2012 and TCVN 5729:1997.

The Trung Luong - My Thuan section and the section from the An Thai Trung intersection to the northern end of My Thuan 2 bridge will be fully invested in with a scale of 6 lanes according to the approved plan, with a design speed of 100 km/hour according to the National Technical Standard on Expressways QCVN 117:2024/BGTVT and the Expressway Standard TCVN 5729:2012.

The project road level is suitable for existing roads, ensuring at least the scale of a level V plain road (for the Ho Chi Minh City - Trung Luong section) and a level B rural road (for the Trung Luong - My Thuan section and the section from An Thai Trung intersection to the northern end of My Thuan 2 bridge).

Within the project scope, 10 interchanges will be constructed, including the renovation and upgrading of 8 existing interchanges to match the scale of the expressway expansion, including: the Cho Dem interchange, which will be completed as a multi-level interchange in the form of a Trumpet, with 2-lane interchange branches; the Ho Chi Minh City Ring Road 3 interchange, the Ben Luc interchange, and the Tan An interchange, which will have their main routes expanded to 8 expressway lanes and 2 emergency stopping lanes; the Than Cuu Nghia interchange, which will have a complete multi-level interchange in the form of a cloverleaf, with 2-lane interchange branches; the Cai Lay interchange, the Cai Be interchange, and the An Thai Trung interchange, which will have their main routes expanded to 6 expressway lanes and 2 emergency stopping lanes; and the interchange with the An Huu - Cao Lanh expressway currently under construction, within the scope of the Cao Lanh - An Huu Expressway Construction Project. The interchange with Provincial Road 818 will have additional investment in connecting and merging ramps with the expressway.

The project also includes: overpasses maintaining the existing overpasses in operation; pedestrian underpasses utilizing and extending existing underpasses to ensure compatibility with the widened roadbed, constructed of concrete and reinforced concrete; a system of service roads and replacement roads maximizing the use of existing service roads and local roads; the construction and addition of some service road sections to improve connectivity for local communities on both sides of the expressway; and the construction and expansion of 66 bridge structures on the expressway...

The project occupies a total land area of ​​approximately 1,070.21 hectares; of which 949.71 hectares were cleared in the previous phase and 120.5 hectares require additional land clearance (approximately 6.37 hectares in Ho Chi Minh City; approximately 60.84 hectares in Tay Ninh province and approximately 53.29 hectares in Dong Thap province). The project is implemented under a PPP (Build-Operate-Transfer - BOT) contract, with a total investment of VND 36,172.41 billion, including approximately VND 5,425.86 billion (15%) of the investor's equity and approximately VND 30,746.55 billion (85%) of capital mobilized by the investor.

The Ministry of Construction is the competent authority for project management; the contracting authority is the Vietnam Road Administration; Project Management Board 7 invited bids for the project, and the investors proposing the project include: the consortium of Deo Ca Group Joint Stock Company, Ho Chi Minh City Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction Investment Corporation - JSC, and CII Service and Investment One-Member Limited Company.
