
According to Mr. Nguyen Hong Hai, the project has been identified as urgent (Group A, to be implemented from 2026-2030), so the province has directed relevant departments and agencies to expedite the completion of procedures, land clearance demarcation, and feasibility study reports by December 2025. The Department of Agriculture and Environment, the Department of Construction, and the Investment and Construction Management Board No. 2 must review the compensation price list for crops and structures not yet included in the province's regulations; ensuring that compensation is carried out as conveniently as possible for the people and in accordance with the new situation. A 25-hectare resettlement area is also being constructed to meet the project's implementation requirements in a timely manner.
Mr. Nguyen Thanh Hien, Deputy Director of the Lam Dong Provincial Transportation Project Management Board, said that the unit has completed the selection of a consulting contractor for surveying, marking land for clearance, and preparing a feasibility study report for the road project from the Le Duan - Truong Chinh intersection to the Vinh Hao - Phan Thiet expressway intersection. To date, the land marking work has been basically completed, and the feasibility study report is expected to be completed by December 2025 for submission for appraisal. The project requires the acquisition of nearly 242 hectares of land, affecting hundreds of households in Binh Thuan and Tien Thanh wards.

The project, a road connecting the Le Duan - Truong Chinh intersection to the expressway interchange, spans approximately 12.5 km and connects to the central coastal areas of Lam Dong province, particularly to the center of Phan Thiet and the key tourist area of Mui Ne. The completed road will have 12 lanes and a 79-meter wide cross-section (with 6 lanes for motorized vehicles in the initial phase). This Group A project has a total investment of 4,700 billion VND. It is expected to be implemented over 5 years, from 2026 to 2030, with completion and commissioning scheduled.
According to traffic experts, the North-South Expressway (Phan Thiet - Dau Giay section) has been put into operation. However, traffic from the expressway to the center of Phan Thiet must go via My Thanh Road - National Highway 1A - Phan Thiet city center (approximately 16 km, with motorbikes sharing lanes with motorized vehicles). Since the opening of this expressway, traffic congestion and jams frequently occur at the intersection with National Highway 1A.
As for the North-South Expressway (Vinh Hao - Phan Thiet section), traffic heading towards the center of Phan Thiet must pass through the intersection with National Highway 28; however, currently, National Highway 28 is narrow (2 lanes for motorized vehicles, motorcycles share the same lane) with a length of about 20 km, but travel time is over 30 minutes and is frequently congested during peak hours.
The new road project aims to thoroughly address the aforementioned issue by creating a completely new connecting axis. The road will directly connect the North-South expressways with the high-speed railway station (currently under construction), the Phan Thiet bypass, and Truong Chinh road (National Highway 1A), forming a seamless transportation network.
Investing in integrated transportation infrastructure (drainage systems, green spaces, lighting, etc.) along with land along both sides of the road will create a development highlight for the coastal area of Lam Dong, directly serving the goal of making Mui Ne National Tourist Area a leading destination in the Asia-Pacific region by 2030.
