According to the Nghe An Provincial Meteorological and Hydrological Station, currently (December 11th), a strong cold front is moving southward in the North. Around the evening of December 13th, the cold front will affect Nghe An province; inland, the northeast wind will be strong at level 2-3, and in coastal areas at level 3-4. From December 14th, the weather will turn cold, with the lowest temperature during this cold spell generally ranging from 12-15 degrees Celsius, and in some high mountainous areas below 15 degrees Celsius. From the evening and night of December 13th, the northeast wind will be strong at level 5-6, gusting to level 7, causing rough seas with waves 2.0-4.0m high.
To proactively respond to severe cold weather and strong winds at sea, the Provincial Civil Defense Command requests that the People's Committees of wards and communes, and relevant departments and units closely monitor warning and forecast bulletins on the development of the cold front, severe cold weather, and promptly inform local authorities and the public to proactively take appropriate preventive measures. Review cold response plans, especially strengthening guidance on ensuring the health of residents and students in boarding schools, and avoiding the use of charcoal stoves for heating in enclosed rooms to prevent casualties.
Simultaneously, we will disseminate information and guide livestock farmers on reinforcing barns, providing shelter to keep animals warm, and stockpiling feed; preventing and controlling diseases in livestock and poultry; and guiding them on measures to ensure safety in the production of rice, vegetables, and other crops.

Coastal wards and communes should closely monitor warning bulletins, forecasts, and developments of strong winds at sea; inform captains and owners of vessels and boats operating at sea to proactively take preventive measures and plan production accordingly, ensuring the safety of people and property; and maintain communication to promptly handle any adverse situations that may occur.
Nghe An Newspaper and Radio, Television, Ben Thuy Coastal Information Station and other mass media agencies should strengthen the dissemination of information about the severe cold spell, frost and strong winds at sea to all levels of government, owners of vessels operating at sea and the public so that they can proactively respond.
Departments and agencies, according to their functions and responsibilities in state management and assigned tasks, should proactively direct and coordinate with localities to respond to severe cold weather, frost, and strong winds at sea.
The units on duty are strictly organized and regularly report to the Provincial Civil Defense Command through the Irrigation Sub-Department - Department of Agriculture and Environment.
