On the morning of December 11th, at the 35th session of the 18th Provincial People's Council, term 2021-2026, Mr. Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - presented a report on the socio -economic situation in 2025 and tasks for 2026.

Many outstanding results and achievements.
Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized: In the context of rapid and complex changes in the world and the region; three major storms, tornadoes, and prolonged heavy rains causing severe damage; and simultaneously implementing a "revolution" in reorganizing the administrative apparatus and transforming the two-tiered government model; thanks to the decisive and coordinated involvement of the entire political system, the joint efforts and solidarity of the people and businesses; the economy continues to maintain its growth momentum across all sectors and fields; it is expected that Nghe An will achieve and surpass 22 out of 25 key targets of the 2025 plan.

The province's GRDP growth rate is estimated at 8.44%, ranking 3rd in the North Central sub-region and 13th nationwide . Specifically, the agriculture, forestry, and fisheries sector is estimated to grow by 2.66%; the industry and construction sector by 13.35% (with industry alone growing by 14.54%); and the service sector by 7.5%.
State budget revenue is estimated at 26,560 billion VND, reaching nearly 150% of the projected target , an increase of 3.9% compared to 2024 (the first year exceeding the 26 trillion VND mark, ranking 17th nationwide and 2nd in the North Central region) ; of which, domestic revenue is estimated at 24,700 billion VND, and revenue from import and export activities is estimated at 1,710 billion VND.
Despite being severely affected by natural disasters, the agricultural sector still ensured the production of over 1.2 million tons of food; forest development remained stable; and fisheries increased by 4.8%.

Industrial production is a bright spot, maintaining high growth momentum and serving as the main driver contributing to the province's economic growth; the industrial production index is estimated to increase by 17%, of which the processing and manufacturing industry increased by 14% (especially the production of electronic components by FDI projects in the Southeast Nghe An Economic Zone ).
Total merchandise exports are estimated at 4.4 billion USD, an increase of 38.72% . It is estimated that by the end of 2025, the province will welcome approximately 9.9 million tourists; of which about 6.2 million will be overnight visitors, an increase of 6.9% compared to the same period.

The province has decisively directed the acceleration of public investment disbursement from the beginning of the year. As of November 30, 2025, the total disbursed public investment capital in the province reached VND 7,318.095 billion, equivalent to 67.53% of the plan assigned by the Prime Minister, higher than the national average disbursement rate (60.6%).
Many key projects and works have been prioritized and are basically completed, such as the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) - the section from Km7 to Km76; the second phase of the Nghe An Oncology Hospital...

Attracting investment continues to be a bright spot, with the total newly registered and increased investment capital of projects reaching over VND 40.28 trillion (as of November 30, 2025); of which foreign direct investment (FDI) reached over USD 1 billion, continuing to be among the localities attracting the largest FDI in the country.
Regarding social housing development, the province currently has 6 social housing projects under construction with a total of 2,292 units. It is projected that in 2025, Nghe An province will exceed the target of 1,420 social housing units assigned by the Prime Minister.
In the socio-cultural field, Nghe An continues to maintain its position among the top provinces nationwide, ranking 5th in the national excellent student competition; having many students win regional and international awards; and showing remarkable progress in the quality of comprehensive education, with Nghe An ranking first nationwide in the 2025 high school graduation exam results.
Healthcare has made remarkable progress, with many advanced techniques being implemented. The quality of medical examination and treatment services has improved; the health insurance coverage rate is estimated at 95%.

Activities supporting and connecting labor supply and demand, and addressing employment issues are receiving attention (by 2025, approximately 49,000 people will find employment); the rate of trained workers is estimated to reach 71.5%.
The timely and full implementation of policies and regulations for meritorious individuals, policy beneficiaries, the poor, and laborers has been ensured. The program to mobilize support for building and repairing houses for the poor and those facing housing difficulties has been implemented vigorously and has achieved the goal of eliminating 20,802 temporary and dilapidated houses, reaching 100% of the plan.
Administrative reform and digital transformation continue to be decisively directed; the online receipt and processing of applications on the National Public Service Portal and the province's administrative procedure resolution information system are strictly implemented; and the operation of the two-tiered local government apparatus is stable, smooth, close to the people, and better serves the people.
National defense, security, and social order in the area have been strengthened and effectively implemented; a solid national defense and people's security posture has been built. Foreign affairs have been implemented proactively, synchronously, and effectively .

Several issues need to be addressed.
In a frank manner, the Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An, also pointed out several difficulties and shortcomings that need to be addressed in the coming period. These include: three projected economic targets that have not yet been met, especially the targets for Gross Regional Domestic Product (GRDP) growth and GRDP per capita; the structure of budget revenue is not truly sustainable, with revenue from land use fees still accounting for a large proportion (37% of total state budget revenue); and the land acquisition and site clearance process still facing many difficulties, with some obstacles remaining unresolved and hindering the progress of some projects.
The disbursement of public investment remains slow and lower than the same period in 2024; there is a shortage of highly skilled and qualified personnel; and digital transformation and administrative reform in some sectors and fields are progressing slowly.
The operation of the two-tiered local government model still faces some shortcomings and difficulties, especially in the allocation of officials and civil servants for specialized state management work, and the provision of facilities for work; the operation of the two-tiered government is still inadequate, particularly in terms of human resources at the commune level.
For the remainder of 2025, the Provincial People's Committee continues to request all levels, sectors, and localities to review key objectives and tasks to guide and manage efforts to achieve the highest possible level of completion for the set goals, targets, and tasks; at the same time, to make thorough preparations to care for the poor and vulnerable during Tet (Lunar New Year), ensuring social security for them.

34 targets and 12 groups of solutions for 2026
2026 is a year of major events: the 14th National Party Congress, the National Assembly and People's Council elections at all levels; it is also the first year of implementing the Resolution of the 14th National Party Congress and the Resolution of the 20th Provincial Party Congress, and the 5-year socio-economic development plan for 2026-2030. Nghe An, along with the rest of the country, is entering a phase of striving for growth of 10% or more, requiring high political determination and innovative approaches. The Provincial People's Committee has set 34 targets, including a GRDP growth target of 10.5-11.5%.
To accomplish the tasks for 2026, the Provincial People's Committee has identified 12 key task groups: Focusing on concretizing the resolution for the 2025-2030 term; innovating the growth model associated with the digital economy and green economy; accelerating the disbursement of public investment for strategic projects; completing the planning and developing infrastructure in Vinh - Cua Lo; improving the investment environment; enhancing the quality of human resources; ensuring social security; managing resources and protecting the environment; promoting administrative reform and digital transformation; maintaining national defense and security; and fostering social consensus.
Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized: The goals and tasks for socio-economic development in 2026 set very high requirements. The Provincial People's Committee is committed to decisively managing and persistently innovating, promoting new growth drivers, and leveraging the strength of national unity to successfully achieve the socio-economic development goals for 2025, creating a foundation for the 5-year period from 2026 to 2030.
