On the morning of December 10th, at the 6th session of the 10th term of the Ho Chi Minh City People's Council, the City People's Council presented a summary report of the opinions expressed by People's Council delegates in the discussion groups on the afternoon of December 9th.

A solution is needed to definitively resolve the 20% of outstanding projects.
The delegates generally agreed with the content of the reports and presentations and highly appreciated the results achieved in implementing the socio-economic development tasks for 2025.
The vast majority of delegates agreed with the report on the socio-economic situation in 2025 and the tasks for 2026. Besides the achieved results, there are still some shortcomings and limitations such as economic growth not commensurate with potential, strengths in social infrastructure and urban development still have many obstacles; lack of classrooms and hospital beds.
In particular, some officials and civil servants still have a fear of responsibility, so they "don't dare to think, dare to act, dare to take responsibility," leading to slow disbursement of public investment and bottlenecks in the processing of administrative documents for citizens and businesses.
The delegate suggested that the People's Committee of Ho Chi Minh City study and clarify a number of issues. That is, compare and evaluate the achieved targets of 2025, especially the targets of economic growth, labor productivity, per capita income, waste treatment, social housing, healthcare , flooding, traffic congestion... This will be the basis for determining the targets of 2026.
Ho Chi Minh City's budget revenue still heavily depends on the real estate market and exports, requiring fundamental and sustainable solutions to exploit revenue sources from production and business activities.
Regarding the results of implementing the 2025 theme; Resolution 98/2023 of the National Assembly ; fundamentally resolving the city's problems and backlogs, the report shows that the city still has 168/838 projects that have not been legally resolved; the progress of social housing projects is still slow, and there is no specific progress list. The delegate suggested that there should be a solution to completely handle the 20% of the remaining projects, not to let them drag on for too long.
They collect traffic fees, but don't maintain the infrastructure.
After the merger of administrative units, the workload and pressure on the commune level is very large, but many cadres and civil servants have not received professional training and lack experience in the assigned fields. The delegate commented that this is an "objective cause" and suggested that the city pay attention to arranging, training and retraining to be able to undertake the task.
The delegate also pointed out that one of the fundamental solutions to address traffic congestion and enhance inter-regional connectivity is the development of public transportation, especially urban rail systems (Metro).
Therefore, the Ho Chi Minh City People's Committee delegate stated the planning, schedule, and investment progress of these projects in the coming period.
The delegate also pointed out the reality that some investors in BOT transportation projects have collected tolls for many years but have not paid attention to maintaining and upgrading the infrastructure, and this needs to be effectively addressed.
According to target No. 18 on social housing development, by the end of 2026, Ho Chi Minh City must reach 25,287 units. The delegate suggested that it is necessary to identify specific solutions, implementation resources and have a mechanism to allocate social housing funds to the Trade Union organization to support workers in accessing the opportunity to buy a house to "settle down", contributing to retaining human resources.
