Delegates focused their questioning and answering sessions on many issues of concern to voters.

On the afternoon of December 10th, under the chairmanship of comrades Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Hau Minh Loi, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council; Pham Thi Minh Xuan, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council; and Le Thi Thanh Tra, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, the second session of the 19th Provincial People's Council continued to consider the resolution of voters' petitions; and conducted questioning and answering sessions in the assembly hall.

Attending the session were comrades Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee, and Provincial Fatherland Front Committee; representatives of departments, agencies, and People's Councils of communes and wards.

100% of voters' petitions have been addressed and answered.

At the working session, the Supervisory Delegation of the Standing Committee of the Provincial People's Council presented a report on the monitoring of the results of resolving voters' petitions before and after the first session of the 19th Provincial People's Council.

Following the first session of the 19th Provincial People's Council, provincial People's Council representatives met with voters in 20 communes and wards. Through these meetings, the representatives received 102 petitions from voters, requesting the Standing Committee of the Provincial People's Council to forward them to the Provincial People's Committee for direction to relevant agencies and units for consideration, resolution, and response in accordance with regulations. These petitions focused on the following areas: organizational structure and government building; planning, finance, budget, investment, and regional linkages; science , technology, information, innovation, and digital transformation; land, resources, environment, and agriculture, forestry, and fisheries...

As of December 5, 2025, 102 out of 102 petitions (100%) have been considered, resolved, and answered. Of these: 17/102 petitions have been resolved; 46/102 petitions are currently being addressed; and 39/102 petitions require a resolution roadmap. Most petitions with sufficient basis and conditions have been considered, resolved, and answered promptly. The responses are specific and address the issues of concern to voters, thereby resolving difficulties and obstacles faced by voters, and disseminating the Party's policies and the State's laws, creating consensus and shared understanding among voters in achieving socio -economic development goals and ensuring national defense and security in the locality.

Provincial People's Council delegates focused their discussions on clarifying the timeliness and effectiveness of addressing the recommendations. 100% of delegates voted to approve the draft Resolution on resolving opinions and recommendations of voters before and after the first session of the Provincial People's Council.

The questions raised were highly relevant to practical situations.

During the questioning session, the Standing Committee of the Provincial People's Council and delegates questioned two groups of issues: Regarding state management in the field of mineral exploitation and environmental protection; and the implementation of investment policy decisions using non-budgetary investment capital of the Provincial People's Committee, addressed to the heads of the Department of Finance and the Department of Agriculture and Environment.

The provincial power company's leaders answered delegates' questions regarding investment in the power grid system.

Provincial People's Council representatives demonstrated a high sense of responsibility, and the questions they raised closely reflected the actual developments in people's lives as well as the aspirations and wishes of voters and the people. The questions included: Vitech Ha Giang Company's failure to fulfill, or inadequately fulfilling, its responsibility to restore the environment after gold mining in Cao and Kieu hamlets, Hung An commune; environmental management and waste treatment in the province; and the issuance of numerous investment policy decisions using non-budgetary funds, but with limited implementation rates...

Heads of departments seriously responded and clearly explained the issues that delegates requested clarification on, pointing out the causes, frankly accepting responsibility, and offering specific solutions to overcome difficulties and obstacles, committing to implementation in the coming period.

At the session, the Provincial People's Council also considered, discussed, and voted to approve draft resolutions on economic-budgetary, legal, ethnic, and cultural-social issues that were still subject to discussion in the working groups.

On the morning of December 11th, the Provincial People's Council, 19th term, 2021-2026, will continue the agenda of its second session.
