The 8th Session (late 2025) of the 10th Provincial People's Council, term 2021-2026, will focus on discussing numerous socio-economic issues.

(Dong Nai) - During the afternoon session on December 9th of the 8th Session (late 2025), the Provincial People's Council held lively discussions in the assembly hall. The discussions clearly analyzed the current situation and proposed policy recommendations and solutions to better address many major issues in the province's socio-economic fields.

Many issues related to land, infrastructure, agriculture ... are of concern.

Speaking at the opening of the discussion, delegate Duong Minh Dung, member of the Provincial Standing Committee, Party Secretary, Chairman of the People's Council of Long Thanh commune, paid special attention to the development of the private economy . Delegate Duong Minh Dung stated: According to the report, the situation of business dissolution and temporary suspension in 2025 increased by 67.8% compared to the same period in 2024, mainly small and medium enterprises, in the private economic sector and ineffective business.

Expressing concern about this situation, delegate Duong Minh Dung suggested: The Provincial People's Committee needs to find out the reasons why these enterprises have stopped operating, on that basis, find solutions to reduce the above situation and accompany the development of enterprises, promote sustainable economic growth as well as well implement Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development.

Party Secretary, Chairwoman of Xuan Loc Commune People's Council Nguyen Thi Cat Tien commented: Through studying the report of the Provincial People's Committee, submissions, appraisal reports and discussion opinions at the meeting, delegates found that: The Provincial People's Committee has developed a fairly specific and clear public investment plan for the coming period. For Xuan Loc Commune, in the coming time, a number of key projects will be implemented, in which the project at Chua Chan Mountain is identified as an important driving force to promote the economic and tourism development of the province.

From the practical implementation of projects in recent times, delegate Nguyen Thi Cat Tien proposed that the Provincial People's Committee pay attention to directing departments and branches to provide detailed guidance to localities in the work of planning, especially land use planning and sector planning. This is an important legal basis for localities to attract resources, organize project implementation on schedule and in line with the general development orientation of the province. I also hope that the province will continue to accompany and support in removing difficulties so that localities can effectively exploit the identified tourism potential.

Regarding the economic field, Party Secretary and Chairman of the People's Council of Binh Minh Commune Nguyen Kim Phuoc said: Individual delegates and delegates in the group had heated discussions at the group discussion before the session regarding land price list, public investment projects, public investment capital disbursement and land use rights auction.

Delegate Nguyen Kim Phuoc said: There needs to be a report assessing the overall results of the implementation of the public investment plan for the 2021-2026 period, clearly stating the infrastructure completion rate, subjective and objective causes. According to Delegate Phuoc, infrastructure investment has not met the resolution's targets, and has not met the expectations of the Provincial People's Council delegates when passing the resolution. This will lead to slow disbursement of public investment capital. When these issues are clarified, we will have effective solutions for the next period.

Regarding the land price list, delegate Nguyen Kim Phuoc expressed his agreement with the viewpoint that the new price list should be closer to the market, especially for agricultural land and areas preparing for land recovery to ensure people's rights, reduce complaints, and create consensus when implementing projects.

Speaking at the meeting, delegate Nguyen Huu Nguyen, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Farmers' Association, contributed additional opinions related to the fields of agriculture and farmers. Delegate Nguyen Huu Nguyen said: In recent times, Dong Nai farmers have made many efforts and innovations, aiming to implement green agriculture and sustainable agriculture. However, there are still some difficulties and problems. The delegate suggested that there should be more mechanisms to promote further agricultural development, commensurate with the province's agricultural advantages, especially related to science, technology, capital, and markets to create more favorable conditions for farmers. At the same time, it is necessary to pay attention to insurance policies in agriculture against the negative impacts of natural disasters.

Many comments on draft resolutions related to health insurance and education

At the discussion, many reports and draft resolutions in various fields also received enthusiastic comments from delegates.

Paying attention to the submission, the Draft Resolution regulating the level of health insurance (HI) support for some disadvantaged groups in the area in the period 2026-2030, the Draft Resolution regulating policies for non-professional workers and those working at the commune, village and residential group levels in Dong Nai province, delegate Bui Thi Minh Thuy, Party Secretary, Chairman of the People's Council of Thuan Loi commune, said: The construction of these resolutions has been carefully studied and built by the Provincial People's Committee on the basis of inheriting and supplementing relevant resolutions before the arrangement of administrative units. The delegates expressed their hope that in the coming time, the Provincial People's Council and the Provincial People's Committee, based on considering and balancing the budget, can provide additional support to the subjects related to these two draft resolutions in order to contribute to increasing the health insurance coverage rate in the whole province as well as to encourage the spirit and create more motivation for non-professional workers and subjects working at the commune, village and residential group levels in Dong Nai province.

Agreeing with the opinion of delegate Bui Thi Minh Thuy, regarding the health insurance coverage rate, delegate Ly Trong Nhan, Party Secretary, Chairman of the People's Council of Da Kia commune, highly appreciated the province's policy of supporting the contribution rate to aim for a health insurance coverage rate of 95%. Delegate Ly Trong Nhan shared: In Da Kia commune, due to the characteristics of having a large ethnic minority population, the health insurance coverage rate is only about 82%, to achieve the common goal requires great efforts. After listening to the report and solutions of the province, the delegate expressed his consensus and hoped that the province would continue to pay attention and provide appropriate support so that the locality could soon complete the set target.

Concluding the discussion, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Ton Ngoc Hanh said: The opinions of the delegates were very frank and practical. At the same time, he requested the Chairman of the Provincial People's Committee as well as relevant departments and branches in the second working session to continue to explain and clarify the contents that the delegates were interested in discussing. Along with the opinions at the previous group discussions, the departments and branches continued to absorb and supplement the programs, adjusting a number of solutions to suit the development of the province.

Delegate Ly Trong Nhan also shared: With the characteristics of a border commune with a large number of ethnic minorities, Da Kia is facing a shortage of teachers at all levels. The delegate agreed with the solutions that the Provincial People's Committee has proposed to gradually solve the shortage of teachers, especially in remote areas. At the same time, he hoped that the Department of Education and Training would soon have specific instructions and pay more attention to supporting localities in attracting teachers and ensuring the quality of teaching and learning.

The shortage of teachers, especially in remote communes; and issues related to decentralization and delegation of power when implementing the two-tiered local government model… were also raised by many delegates at the discussion.
