Hanoi: Establishing a working group to remove obstacles in public investment disbursement

Accordingly, the Vice Chairman of the Hanoi People's Committee, Nguyen Xuan Luu, is the Head of the Task Force; the Deputy Head is the Deputy Director in charge of the Department of Finance, Nguyen Xuan Sang; and the members of the Task Force are: Director of the Department of Construction, Nguyen Phi Thuong; Director of the Department of Agriculture and Environment, Nguyen Xuan Dai; Director of the Department of Planning and Architecture, Nguyen Trong Ky Anh; Director of the State Treasury Region I, Nguyen Thi Thanh Huong; and Deputy Chief of the Office of the Hanoi People's Committee, Dinh Quoc Hung.

The Department of Finance is the permanent agency of the Task Force, responsible for advising, monitoring, and compiling the overall report of the Task Force.

Departments and branches proactively assign department-level leaders under their management authority to concurrently perform tasks to assist the Working Group, ensuring initiative and flexibility in work assignment.

The working group is responsible for regularly monitoring and grasping the progress of project implementation, site clearance progress, disbursement progress of public investment capital in the city, especially the progress of implementing key projects, large and important projects of the city.

Direct and effectively implement the Prime Minister 's decisions, resolutions of the City People's Council and decisions of the City People's Committee on public investment capital plans, promote the completion of the assigned medium-term and annual public investment capital disbursement plans.

Direct and guide the resolution of difficulties and problems in the process of project implementation according to the provisions of law on public investment, construction, land... to promote the progress of implementation and disbursement of public investment capital.

Inspect, monitor, and resolve difficulties and obstacles for projects with low disbursement rates of public investment capital compared to the city's average disbursement rate; compile difficulties and obstacles in the project implementation process that are beyond the authority of relevant departments and agencies, and report them to the Chairman of the City People's Committee and the City People's Committee for consideration and resolution (if any).

Urge and speed up the implementation of project investment procedures and site clearance for projects, especially key projects and projects with large capital plans.

In addition, the Working Group advised the City People's Committee on solutions to promote disbursement of public investment capital in the city to complete the set goals.
