Strengthening supply chain linkages within the Economic Zone.
Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen recently signed Decision No. 6126/QD-UBND dated December 10, 2025, approving the Program for the Development of Supporting Industries in Hanoi City for the period 2026-2030, with a vision to 2035.
According to the orientation, the Hanoi Supporting Industry Development Program focuses on developing supporting industry sectors that Hanoi has needs and advantages for development, in line with the requirements and orientations of industrial development in Hanoi and the whole country, including: textile and garment industry, leather and footwear industry, information technology, precision mechanics, electronics, automation and electrical engineering equipment, artificial intelligence (AI) and digital transformation, biotechnology, pharmaceuticals, high-end cosmetics, processing of agricultural, forestry and aquatic products, production and use of new materials.
Establishing a production network with multiple supply chains, connecting with multinational corporations, FDI enterprises, and manufacturing and assembly businesses in Hanoi and other localities nationwide.
In addition, it is necessary to strengthen linkages and supply chains within the Capital Economic Zone, especially in some industrial sectors with high demand for supporting industrial products and which have already developed in the region, such as: Automobile and motorcycle manufacturing (Hanoi, Phu Tho, Bac Ninh ); Mechanical engineering products (Hanoi, Phu Tho, Thai Nguyen); Mobile phones (Bac Ninh; Thai Nguyen; Phu Tho); Office and household electronics (Hanoi, Bac Ninh, Phu Tho…).

Simultaneously, strengthen efforts to attract supporting industry enterprises to the South Hanoi Supporting Industry Zone and other industrial parks, high-tech zones, and industrial clusters that have already had their technical infrastructure built. Accelerate investment progress and complete the technical infrastructure of industrial parks, high-tech zones, and industrial clusters (focusing on projects such as the Hanoi Information Technology Park, Hanoi Biotechnology High-Tech Industrial Park, Soc Son Clean Industrial Park, Dong Anh Industrial Park, and the expanded South Hanoi Supporting Industry Zone).
Encourage businesses to apply high technology, innovate technology, improve production processes, and leverage the achievements of Industry 4.0, artificial intelligence (AI), and digital transformation to develop new industries with competitive advantages.
7 content areas to focus on
The city aims to have approximately 1,200 businesses operating in supporting industries in Hanoi by 2030. Of these, over 40% will have production systems and products that meet international standards, possessing the capacity to participate in the global production networks of multinational corporations in Vietnam. To achieve this goal, the support efforts should focus on the following areas:
Firstly, support the enhancement of business capacity, creating linkages and connections between businesses producing supporting industrial products and customers, becoming suppliers of products for multinational corporations and other supporting industrial manufacturers domestically and internationally; promote and support the market for supporting industrial products; and provide consulting services for mergers and acquisitions in the supporting industrial sector.
Secondly, support businesses in adopting management systems that meet the requirements of global production chains in corporate governance and production management; improve production processes and management processes to meet international standards.
Thirdly, support the training of human resources to meet the requirements of industries producing supporting industrial products.
Fourth, international cooperation in the development of supporting industries; promoting and attracting domestic and foreign investment in the supporting industry sector through forms such as: organizing or participating in national or international exhibitions, trade fairs, and investment promotion conferences; trademark registration; advising on mergers and acquisitions of enterprises in the supporting industry sector; organizing delegations to exchange experiences on supporting industries domestically and internationally.
Fifth, support testing, inspection, assessment, and quality certification activities; develop and publish basic standards for supporting industrial products; develop and promulgate technical standards, regulations, norms, procedures, evaluation and accreditation systems in the supporting industry sector that are consistent and harmonized with international and regional standards.
Sixth, support the construction, operation, and exploitation of a database system on domestic and international manufacturing and supporting industries; build and operate an electronic portal for supporting industries; provide information on manufacturing and supporting industries; and develop and issue criteria for evaluating the capacity of supporting industry enterprises.
Seventh, support the application of information technology, digital transformation, and the development of smart factory solutions into production processes, production management systems, and business management to enhance the management and production capabilities of enterprises to meet the requirements of the Fourth Industrial Revolution.
The city aims to have approximately 1,400 enterprises by 2035, with about 45% of them having production systems and products that meet international standards. Each year, 200-500 enterprises in supporting industries, priority industrial product manufacturing enterprises, and those in strong and key industries will receive support and benefit from the city's policies.
