
The projects reported at the conference included: the tourism and urban development route from Thien Ton town to Hoa Lu Ancient Capital; the Tam Coc Bich Dong route (section from National Highway 1A to Bich Dong Pagoda); and the provincial road DT.483B (section from Khanh Hoa intersection to Co Bridge). These are all important projects in developing infrastructure, connecting tourism, and expanding the urban space of the province.
The project to build a tourist route combined with urban development from Thien Ton town to Hoa Lu Ancient Capital, invested by the Ninh Binh Provincial Department of Construction, has a total length of over 4.26 km, a scale of level IV road in the plains with a design speed of 60 km/h, and has been adjusted to conform to the planning, reduce the amount of land clearance and synchronize technical infrastructure.


The project has a total investment of over 130 billion VND, of which 40.5 billion VND was disbursed in 2024; and an additional 9.5 billion VND is expected to be disbursed in 2025 for land clearance.
Currently, the design drawings and overall cost estimates are under review; land clearance work in Hoa Lu and Tay Hoa Lu wards, involving nearly 500 households, is being implemented vigorously. However, many difficulties have arisen due to the adjusted route affecting existing houses and structures, a shortage of resettlement land, and obstacles in surveying and determining land ownership.
Local authorities are urgently reviewing and finalizing compensation and resettlement support plans to ensure the timely handover of cleared land, meeting the requirements for the implementation of the important tourist route connecting Thien Ton with the Hoa Lu Ancient Capital heritage area.

According to the report of the Provincial Project Management Board for Investment and Construction of Transportation Works: The Investment and Construction Project of Provincial Road DT.483B (section connecting from Khanh Hoa intersection to Co Bridge) Phase I, with a length of approximately 6.34 km, is designed according to the standards of a Class III road in the plains, with a design speed of 80 km/h, a roadbed width of 34 m, and a road surface width of 14 m; it also includes the construction of new Song Vac Bridge and Song Tra Tu Bridge with a width of 11.5 m, completion of the drainage system, traffic safety, and other auxiliary items. The total investment is VND 1,171.530 billion from the provincial budget, to be implemented in the period 2025-2027.
Currently, the Project Management Board is finalizing the survey documents and construction drawings, and is expected to submit them for appraisal in January 2026. Land clearance work was handed over on November 7, 2025; the relevant localities, including Dong Hoa Lu ward, Yen Thang ward, and Yen Mo commune, have all established Land Clearance Councils and are organizing the review of the scope and boundaries.

Regarding the Tam Coc Bich Dong road renovation and upgrading project (section from National Highway 1A to Bich Dong Pagoda), Hoa Lu City (now Nam Hoa Lu Ward), the Provincial People's Committee approved the investment policy in Decision No. 499/QD-UBND dated May 29, 2025, and the project in Decision No. 977/QD-UBND dated October 11, 2025. The project scope includes the renovation and upgrading of the existing road and the construction of a branch line with a total length of approximately 5.5 km for the main route and 1.8 km for the branch line; with 2 to 4 lanes and a design speed of 40-50 km/h according to TCVN 13592:2023 standards. The total investment is 650 billion VND from the provincial budget, with an implementation period of 2025-2027.
Currently, the Project Management Board is directing the consulting unit to complete the survey documents and construction drawings, with appraisal expected in January 2026. Land clearance work has been assigned to Nam Hoa Lu ward from December 1, 2025; the locality is reviewing the number of affected households and has been requested to start implementation soon to ensure the project's progress.

At the conference, delegates from departments, agencies, and localities focused on discussing common difficulties in the implementation process, especially obstacles related to land ownership, limited land for resettlement, and strict requirements for projects located in heritage areas.

Many opinions suggested that the investor provide complete boundary demarcation documents; agree on a design adjustment plan to ensure landscape preservation; publicly and transparently disclose the compensation plan; and at the same time, have timely solutions to create consensus among the people.
Concluding the conference, Comrade Nguyen Cao Son, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, emphasized that these are key projects for the province, serving both transportation and tourism development, and therefore, agencies and units must enhance their roles and responsibilities in each task.

The comrade requested the investor to create a detailed schedule for each item, provide complete documentation and coordinates for boundary markers to the local authorities; and for relevant departments and agencies to coordinate closely and promptly resolve any arising difficulties.
Regarding land clearance, the comrade requested that localities carefully review land use planning, mobilize the entire political system to carry out propaganda and mobilization work, ensure appropriate resettlement plans, and pay particular attention to projects in heritage areas, which must strictly adhere to planning, preserve the landscape, and not affect strictly protected areas.
The comrade requested that the investor direct the contractor to organize construction scientifically and efficiently, increasing shifts when necessary, but ensuring safety and not affecting the lives and tourism business activities of the people. Units need to strengthen on-site supervision, promptly adjust any inconsistencies; and implement a system of periodic reporting so that the Provincial People's Committee can monitor and urge the completion of projects on schedule, contributing to the improvement of transportation infrastructure and promoting the socio-economic development of the province.
