On the morning of December 11th, the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena held a national conference to summarize the work on anti-corruption, waste, and negative phenomena during the term of the 13th Party Congress.

General Secretary To Lam, Head of the Steering Committee, attended and chaired the conference. Also attending the conference were President Luong Cuong, Prime Minister Pham Minh Chinh , and Standing Member of the Secretariat Tran Cam Tu.

Identifying corrupt individuals, proving their self-serving nature, and exposing numerous sophisticated corruption schemes.

Speaking at the conference, General Secretary To Lam emphasized its significant importance. Specifically, it not only assessed the situation and results during the 13th term, but also reviewed 20 years of implementing Resolution No. 3 of the 10th Central Committee on strengthening the Party's leadership in the fight against corruption and waste.

This is one of the four major threats to the survival of the Party, the regime, and the country.

More importantly, it is also to draw lessons learned and unify major directions for the prevention and fight against corruption, waste, and negative practices in the future.

The General Secretary highlighted four major achievements in the fight against corruption, waste, and negative practices.

In particular, the understanding and theories regarding the principles, methods, and approaches to preventing and combating corruption, waste, and negative practices have matured significantly and are becoming increasingly refined.

According to the General Secretary, we have strongly reformed our thinking and methods, selecting the right priorities, breakthroughs, and long-standing problems to focus our leadership and guidance on. At the same time, we have expanded the fight against corruption to include combating negativity and waste; we have organized provincial-level Steering Committees, ensuring unity from top to bottom, seamless coordination, and overcoming the situation of "enthusiasm at the top but indifference at the bottom."

It can be affirmed that the fight against corruption, waste, and negative practices is becoming increasingly mature and in-depth.

This was coupled with the involvement of the entire political system, the unanimous support of the people, and the close, coordinated cooperation of various functional agencies.

The results have clearly demonstrated that combating corruption, waste, and negative practices does not hinder but promotes economic and social development, and dealing with corrupt officials does not weaken the Party but makes it stronger.

The General Secretary stated that the internal affairs, inspection, auditing, investigation, prosecution, trial, and enforcement agencies have made great efforts and demonstrated high determination; they have coordinated closely and smoothly, proactively identifying, detecting, and strictly and comprehensively handling cases involving Party disciplinary action, administrative action, and criminal prosecution.

Many serious and complex cases of corruption, waste, and misconduct have been handled in accordance with the principle of "no forbidden zones, no exceptions," with each case serving as a "warning to the entire region and sector."

Through these cases and incidents, the names of corrupt individuals have been identified, the self-serving nature of corruption has been proven, and many sophisticated corruption schemes across various fields have been brought to light…

The data shows that during the past term, 174 officials under central government management were disciplined, including 66 who were prosecuted criminally, both currently in office and retired.

The General Secretary emphasized that this shows that "no forbidden zones, no exceptions" is not just a slogan or empty words, but has become a vibrant reality, a political imperative recognized and highly appreciated by the people.

Close the loopholes that lead to corruption, waste, and malpractice.

Another notable result is that prevention efforts have been implemented more comprehensively and effectively, leading to significant positive changes.

Specifically, the institutional framework has been perfected according to the new thinking, simultaneously promoting development and closing loopholes that lead to corruption, waste, and negative practices.

According to the General Secretary, the revolution in streamlining the organizational structure and political system, and implementing a two-tiered local government model, has saved enormous resources and eliminated many causes and conditions that give rise to corruption, waste, and negative practices.

At the same time, digital transformation, transparency, and administrative procedure reform have accelerated progress, reduced direct contact, and narrowed the "ground" for petty corruption.

Personnel management has also undergone significant reforms. For the first time, 100% of provincial Party Secretaries, Chairmen of People's Committees, and some other positions have been filled by non-local individuals, effectively contributing to preventing vested interests.

Along with building a culture of integrity and gradually reforming salary policies, the General Secretary believes that a foundation has been created so that officials do not want or need to engage in corruption, waste, or negative practices. Simultaneously, the people's trust in the Party, the State, and the regime has been enhanced.

The people's solidarity and support are growing stronger, becoming an invaluable source of strength for the Party and the State to persevere in the fight against "internal enemies," affirming that the fight against corruption, waste, and negative phenomena has truly become an irreversible trend.
