"Research and supplement the structure of having National Assembly deputies who are people with disabilities"

(Dan Tri) - Along with the request to research solutions to expand employment and livelihood opportunities for people with disabilities, General Secretary To Lam directed research and supplementing the structure of having National Assembly deputies who are people with disabilities.

This content is included in Announcement No. 444 of General Secretary To Lam's conclusions at the working session with representatives of the Party Committee of the Government and central ministries and agencies on the situation of implementing the Party's guidelines and policies and the State's laws regarding people with disabilities.

The General Secretary emphasized that people with disabilities are an inseparable part of the national community and have the right to be guaranteed living conditions, education, employment, and participation in social activities like all citizens.

"Caring for people with disabilities with the spirit of 'leaving no one behind' is not only the responsibility and moral obligation of the entire political system, but also a measure of a civilized society, a requirement for sustainable national development, demonstrating the humanity and superiority of the regime and the commitment of the Party and State in ensuring human rights for all citizens," the General Secretary affirmed.

Therefore, the General Secretary requested a comprehensive solution to reduce the number of new disabled people.

According to the General Secretary, this is a core, fundamental and strategic issue; instead of focusing on dealing with the consequences, proactively preventing disabilities from the root helps reduce the burden on families, society and the social security system; at the same time, improving the quality of the population, the quality of human resources and the quality of the race.

In addition, the General Secretary directed the development and improvement of policies and laws for people with disabilities, shifting from a "healthcare-oriented" approach to a "social-integrative" approach, aiming to eliminate prejudice, reduce inequality, expand opportunities, and empower people with disabilities.

The General Secretary noted the need to encourage the private sector, social organizations and communities to participate in activities to support people with disabilities, from job creation to creating and consuming friendly products and services.

Continuing to research strong solutions so that all children with disabilities are detected early, can go to school, learn and integrate, is also a requirement set by the General Secretary.

In particular, the General Secretary requested research and addition of practical solutions to expand employment and livelihood opportunities for people with disabilities; and implementation of fundamental solutions on infrastructure - transportation - public works - online public services that are more friendly and accessible to people with disabilities.

In addition, according to the General Secretary, it is necessary to continue researching solutions to prevent, detect and handle violence, abandonment and discrimination against people with disabilities; there needs to be a friendly reporting mechanism and timely support at the grassroots level; and focus on women and children with disabilities - the most vulnerable groups.

Assigning tasks to agencies, the General Secretary assigned the Ministry of Education and Training to review the system of centers supporting inclusive education; prioritize localities that lack or do not have centers; develop learning materials for children with visual and hearing impairments; and train support teachers.

The Ministry of Finance is assigned to research tax incentives, credit and suitable start-up support mechanisms for people with disabilities.

The General Secretary assigned the National Assembly Party Committee to direct relevant agencies to review and perfect legal regulations related to people with disabilities in accordance with the Party's policies; at the same time, research and supplement the structure of National Assembly deputies who are people with disabilities.

Local Party committees and authorities at all levels are assigned to research and develop adaptive vocational training models, support employment in the community, encourage businesses and cooperatives to employ people with disabilities; pay attention to creating conditions for people with disabilities to participate in cultural activities, exercise and sports, improve health and integrate into the community.

At the same time, the General Secretary emphasized the need to improve the capacity of social protection facilities and simplify administrative procedures to make them more accessible to people with disabilities.
