On the afternoon of December 11th, in its final session of the term, the 15th National Assembly adopted the Resolution of the 10th Session of the 15th National Assembly with a majority of delegates voting in favor.

Accordingly, the National Assembly requests the Government and the Prime Minister to direct ministries, sectors, and localities to closely coordinate with relevant agencies to continue closely monitoring developments, forecasting the situation domestically and internationally , and implementing tasks and solutions in a comprehensive, timely, and synchronized manner.

At the same time, we must address existing shortcomings, limitations, and inadequacies in various fields, and strive to successfully achieve the goals, targets, and tasks outlined in the 2026 socio -economic development plan.

In particular, the National Assembly requested a focus on effectively implementing the Law on Government Organization and the Law on Local Government Organization; restructuring and improving the quality of cadres, civil servants, and public employees to match their job positions and ensure they have the capacity to fully and comprehensively perform the tasks following the reorganization of the administrative apparatus and units at all levels.

Simultaneously, we will promote the application of science and technology, digital transformation, artificial intelligence, and the building of a digital government, digital society, and digital citizens.

In addition, there is a plan to definitively resolve outstanding settlement debts and other obstacles in the settlement of medical examination and treatment costs covered by health insurance, in order to alleviate difficulties for medical facilities and ensure the rights of patients.

There are fundamental solutions to prevent and combat violence and protect healthcare workers; a comprehensive review and revision of the Health Insurance Law will be conducted in 2026.

On the other hand, focus on implementing synchronously and effectively measures to prevent, detect, stop, and strictly handle cases of counterfeit goods production and trading, public disorder, tax evasion, environmental pollution, fraud, and violations of the law in cyberspace.

Proactively detect, prevent, and promptly handle acts of abuse, fraud, and exploitation of minors, the elderly, people with disabilities, and vulnerable groups in cyberspace.

Prevent, remove, and strictly and promptly punish the dissemination of video clips and cultural products that violate traditional customs, social ethics, and violent trends on social media platforms.

Strengthen management and education, raise awareness and skills in preventing and implementing more effective solutions to combat school violence and protect teachers and students.

Notably, the National Assembly requested the Government to adjust several types of allowances, basic salaries, pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious individuals, social allowances, and social retirement allowances by 2026, in accordance with Conclusion 206 of the Politburo.

The government is holding a meeting to approve the feasibility study report for phase 2 of Long Thanh Airport.

The resolution of the session states that the Government is allowed to approve the feasibility study report for phase 2 of the Long Thanh International Airport project within its authority without having to report to the National Assembly for approval.

Other matters will continue to be implemented in accordance with Resolution 94 of the National Assembly on the investment policy for Long Thanh International Airport and Resolution 174 of the National Assembly on the 8th session of the 15th National Assembly.

In addition, the resolution adopted solutions to terminate the operation of the Phuong Nam Pulp Mill project as proposed by the Government.

The National Assembly directs the Government to promptly implement all of these contents. During the implementation process, the Government shall report and seek guidance from competent authorities if any issues arise that exceed its authority or differ from the conclusions of competent authorities.
