The 2021-2026 term witnessed many comprehensive and outstanding achievements.

Under the leadership of the Party and with the consensus of the people, during the 2021-2026 term, the National Assembly, the President, the Government, the People's Courts, the People's Procuracy, and the State Audit Office have strived to overcome difficulties, coordinated closely, and successfully completed their assigned tasks, achieving many comprehensive and outstanding accomplishments.

Continuing the agenda of the 10th Session, on the afternoon of December 11th, the National Assembly voted to approve the Resolution on the work of the 2021-2026 term of the National Assembly, its agencies, the President, the Government, the Supreme People's Court, the Supreme People's Procuracy , and the State Audit Office.

The electronic voting results showed that 467 out of 467 National Assembly delegates present voted in favor, representing 98.73% of the total number of delegates. Thus, with a majority vote, the National Assembly officially passed this Resolution.

Before proceeding with the vote, the National Assembly heard a report presented by Hoang Thanh Tung, Member of the Standing Committee of the National Assembly and Chairman of the National Assembly's Committee on Law and Justice, explaining, accepting, and revising the draft Resolution on the work of the National Assembly, its agencies, the President, the Government, the Supreme People's Court , the Supreme People's Procuracy, and the State Audit Office for the 2021-2026 term.

The draft Resolution, after being revised and finalized, consists of three articles. Article 1 clearly outlines the context, situation, and results of the agencies' activities during the 2021-2026 term; Article 2 specifies the key tasks that the agencies need to implement in the coming period (including general tasks and specific tasks for each agency); and Article 3 stipulates the organization of implementation.

The contents of the draft Resolution have been reviewed and finalized based on proposals from the President, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, the National Assembly's Ethnic Council, the National Assembly's Committees, and National Assembly deputies, ensuring that it fully reflects the specific context of the 2021-2026 term and the outstanding achievements during the 2021-2026 term, as well as the key tasks for the next term for each specific agency.

The resolution states that the 2021-2026 term takes place against a backdrop of rapidly changing, complex, and unpredictable global and regional situations. Strategic competition among major powers is increasing; conflicts, instability, and geopolitical tensions are spreading; inflation is persistent; supply chains are disrupted; and non-traditional security challenges are emerging in increasing numbers.

Domestically, the Covid-19 pandemic unfolded severely at the beginning of the term; climate change and extreme natural disasters continuously affected people's lives and slowed down the development process.

In that context, building on the achievements of previous terms, under the leadership of the Party and with the consensus of the people, the entire political system has united, innovated, and acted decisively.

The National Assembly, the President, the Government, the People's Courts, the People's Procuracy, and the State Audit Office have made efforts to overcome difficulties, coordinated closely, and successfully completed their assigned tasks.

The achievements during this term are comprehensive and outstanding, particularly the successful control of the Covid-19 pandemic with one of the lowest death rates in the world; the successful implementation of a revolution in organizational restructuring throughout the political system and the reorganization of administrative units, operating a two-tiered local government model; and the promulgation and implementation of many strategic, groundbreaking policies with long-term value for national development.

These results demonstrate the courage, intelligence, sense of responsibility, and responsiveness of agencies throughout the political system in the face of unprecedented difficulties.

The National Assembly generally agrees with the achievements, shortcomings, limitations, and causes outlined in the reports on the 2021-2026 term of the agencies, emphasizing that the National Assembly held 19 sessions during the term – the most in any National Assembly term, demonstrating the spirit of "the National Assembly convenes whenever the people and the country need it," and completed a record volume of legislative work with 150 laws and 49 normative legal resolutions passed.

During his term, the President led and directed relevant ministries, agencies, and organizations to accelerate the implementation of judicial reform tasks, improve the effectiveness and efficiency of law enforcement in the field of justice, and enhance the quality of judicial personnel.

The Government and the Prime Minister have managed to stabilize the macroeconomic situation, control inflation, and ensure the major balances of the economy; perfected a synchronous and modern strategic infrastructure system, unlocking and releasing resources for development; implemented flexible adaptation solutions to control the Covid-19 pandemic, especially the vaccine diplomacy strategy which has been recognized and highly appreciated by the people and the international community.

The Supreme People's Court and the Supreme People's Procuratorate have continuously improved the quality of their work, achieving many positive results and exceeding many targets set in the National Assembly's resolutions.

The State Audit Office has effectively fulfilled its role as the agency responsible for auditing the management and use of public finances and public assets, completing annual state audit plans, and conducting many large-scale audits to serve the oversight activities of the National Assembly, the Standing Committee of the National Assembly, and issues of public and voter concern.

The resolution also stated that, in the coming period, agencies should continue to build on the achievements, successfully complete their tasks, contribute to the successful implementation of the Resolution of the 14th National Congress of the Party, and effectively implement the laws and resolutions of the National Assembly.

This includes focusing on thoroughly and promptly understanding and strictly implementing the Party's guidelines and policies as expressed in the Party Congress documents, resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat.

Continue to streamline the internal organizational structure, ensuring it is lean, efficient, effective, and efficient; innovate leadership, guidance, and management methods, and working styles to improve the quality and effectiveness of operations and to align with the new organizational model, meeting the development requirements of the country.

Complete the issuance and submission to competent authorities of legal documents to comprehensively improve the institutional and legal system regarding the organization and operation of the two-tiered local government model, and implement the policy of promoting decentralization and delegation of power, resolving difficulties and obstacles caused by legal regulations, within the timeframes stipulated in the laws and resolutions of the National Assembly.

Strengthening the application of science and technology in organization and operations, with innovation and digital transformation as breakthroughs in the implementation of functions and tasks.

Focus on building and developing a team of qualified, capable, reputable, and professional officials and civil servants to meet the requirements of the new era, coupled with strong reforms to the salary and benefits system, attracting talent, and establishing mechanisms to protect officials who dare to think, dare to act, and dare to take responsibility for the common good.

In addition, the Resolution also emphasizes key tasks that need to be implemented in the coming period by the National Assembly, the President, the Standing Committee of the National Assembly, the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, the agencies of the National Assembly, the National Assembly delegations, and the National Assembly deputies.

The Standing Committee of the National Assembly, the National Council, the Committees of the National Assembly, the National Assembly delegations, National Assembly deputies, the Central Committee of the Vietnam Fatherland Front and its member organizations shall, within the scope of their duties and powers, supervise the implementation of this Resolution.
