Building the Hanoi ring road system is an urgent matter.

According to Hanoi Party Secretary Nguyen Duy Ngoc, the construction of a ring road system in the capital city is urgent, aiming to serve the transportation needs of the people and the socio-economic development of the city.

On the afternoon of December 11th, Hanoi City held a conference to evaluate and draw lessons from the land clearance work for Ring Road 1 (Hoang Cau - Voi Phuc section). Reporting at the conference, Vice Chairman of the Hanoi People's Committee Truong Viet Dung stated that for many years, the area designated for the construction of Ring Road 1 (Hoang Cau - Voi Phuc section) has been one of the "hot spots" for infrastructure and traffic congestion.

With narrow roads, high population density, and dilapidated infrastructure, residents are restricted from making repairs and construction, leading to prolonged social unrest and directly impacting the quality of life and urban aesthetics.

"Therefore, removing this bottleneck is of particular importance, creating a foundation for the synchronized upgrading of technical infrastructure, improving the conditions for travel, living, production and business of the people; enhancing the value of land exploitation and the efficiency of urban space use in the city," Mr. Dung said.

According to Mr. Truong Viet Dung, with the close guidance of the Hanoi City Party Committee and the decisive involvement of the entire political system, the land clearance work for the project has now been basically completed.

The total area to be acquired reached 153,341 m2, affecting 1,983 households and organizations. Of these, O Cho Dua Ward and Giang Vo Ward have completed land clearance for 591 and 795 households respectively. Lang Ward has completed clearance for 596 out of 597 households, with one organization still finalizing the handover procedures.

In just over 5 months since the implementation of the two-tiered local government model (from July 1st), the wards of O Cho Dua, Giang Vo, and Lang have completed compensation, support, resettlement, and land acquisition for 1,295 households. Meanwhile, over the past 7 years, the old districts only completed compensation and land acquisition for 686 households.

"This is a very significant result, because this entire area was considered one of the most complex bottlenecks of the project. A milestone showing a strong shift in implementation effectiveness is the deployment of the two-tiered local government model from July 1, 2025," Mr. Dung shared.

Based on the implementation experience, Mr. Dung said that some general lessons can be drawn for large-scale projects in the future.

Hanoi's first ring road has been completed.

In his concluding remarks at the conference, Hanoi Party Secretary Nguyen Duy Ngoc expressed his gratitude and commendation to the officials, civil servants, neighborhood committee members, and people of the three wards of O Cho Dua, Lang, and Giang Vo for their consensus in completing the land clearance work for the Ring Road 1 project (Hoang Cau - Voi Phuc section).

Therefore, completing land clearance for these projects is of great importance, creating a crucial prerequisite for their completion.

Regarding the Ring Road 1 project (Hoang Cau - Voi Phuc section), Secretary Nguyen Duy Ngoc requested that localities through which the project passes continue to coordinate with the City's Civil Construction Investment Project Management Board to clean and tidy up the areas that have been cleared for construction. At the same time, he urged the public to beautify the streets, ensuring urban aesthetics…

Mr. Nguyen Duy Ngoc also suggested replicating the methods and experiences in land clearance for the Ring Road 1 project, with the aim of clearing land to facilitate construction, ensuring project progress, minimizing the impact on people's lives, and protecting the environment in the construction area.

The Ring Road 1 project is a major urban artery connecting east and west, passing through the central area of ​​Hanoi, including Tran Khat Chan Street - Dai Co Viet Street - Xa Dan Street - Hoang Cau Street - Voi Phuc Street, with a total length of 7.2 km. If the Hoang Cau - Voi Phuc section is completed, this will be Hanoi's first completed ring road.

In December 2017, the Ring Road 1 project, specifically the Hoang Cau - Voi Phuc section, was approved. This 2.2 km section was expected to be completed in 2020, but continuous delays have meant that Ring Road 1 remains incomplete to this day.
