Full text of the closing remarks at the 10th Session of the 15th National Assembly by National Assembly Chairman Tran Thanh Man.

Dear Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam ,

Distinguished leaders and former leaders of the Party, State, and Vietnam Fatherland Front ,

Distinguished members of the National Assembly, esteemed guests,

Dear compatriots, officers and soldiers of the armed forces, voters and people nationwide,

After 40 days of continuous, urgent, and serious work, with a scientific spirit, innovation, and high responsibility, the 10th Session of the 15th National Assembly has completed all the planned contents and programs.

The National Assembly considered, discussed, and voted to pass 51 laws and 39 resolutions, including 8 normative legal resolutions. This represents a very large volume of legislation, accounting for nearly 30% of the total number of laws and normative resolutions enacted during the entire term. The laws and resolutions passed both promptly met practical requirements and created a legal framework for the new period. Along with legislative and supervisory work, the National Assembly considered and decided on many strategic issues of great importance. In particular, this session saw a thorough and comprehensive review of the work of state agencies during the 2021-2026 term; and considered and decided on personnel matters in accordance with the regulations of the Party and the laws of the State. At the same time, they thoroughly discussed the draft documents to be submitted to the 14th National Congress of the Party, contributing their intellect, dedication, and ideas for the country's development towards the goal of becoming a developing country with modern industry and high middle income by 2030, when the Party celebrates its 100th anniversary; and becoming a developed country with high income by 2045, the 100th anniversary of the founding of the Socialist Republic of Vietnam.

Dear Congress,

Looking back over the past five years, the National Assembly is pleased to have overcome countless difficulties and challenges. From the beginning of the term, the COVID-19 pandemic unfolded in a very complex manner, causing serious consequences. The National Assembly had to hold online meetings under social distancing conditions, with many National Assembly deputies having to quarantine and wear masks during meetings. Towards the end of the term, the entire country suffered successive natural disasters, storms, and floods, causing heavy losses of life and property for the State and the people; the country also had to face complex and unpredictable developments in the region and the world. Against this backdrop, together with other agencies in the political system, under the leadership of the Party, the National Assembly made extraordinary efforts, adapted flexibly, and acted decisively, maintaining unity and achieving fairly comprehensive results in the fields of constitutional and legislative work, supreme oversight, decision-making on important national issues, and parliamentary diplomacy; contributing to ensuring macroeconomic stability; Inflation, budget deficits, and public debt indicators have been controlled; the trade surplus has consistently remained high; cultural, human, and social development has achieved positive results and progress in many aspects; social security and people's living standards have been continuously improved; national defense and security have been constantly strengthened; foreign relations and international integration have been elevated; and significant results have been achieved in the fight against corruption, waste, and negative practices, as well as in building the Party and the political system, with unprecedented breakthroughs.

In particular, the 15th National Assembly amended and supplemented several articles of the Constitution, proactively reformed its thinking in lawmaking, actively and promptly institutionalized the Party's policies into law, affirming its pioneering role in institutional reform; promoted the application of digital technology, digital transformation, and artificial intelligence; and for the first time, successfully organized two forums on law and supervision. The National Assembly promulgated many important laws on perfecting the socialist rule of law; streamlining the organizational structure and rearranging administrative units; combating corruption, waste, and negative phenomena; especially in the fields of finance and budget, culture and society, health and education, ensuring social security; resources and environment; science and technology; innovation and digital transformation; national defense and security, foreign affairs, and international integration…, creating an important foundation for our country to enter a new era of development.

At the closing session of the 10th session, the final session of the 15th National Assembly, on behalf of the Standing Committee of the National Assembly, I would like to express my sincere gratitude to the National Assembly deputies, the National Assembly's agencies, and the National Assembly delegations for their active, dedicated, and tireless contributions, utilizing every minute to engage in frank and in-depth discussions and debates; listening to and reflecting on the aspirations and concerns of the people, as well as pressing practical issues, in order to propose practical and fundamental solutions, placing the interests of the people at the center of all decisions, and promptly resolving obstacles and difficulties. There were times when the content was extensive, complex, unprecedented, documents were sent late, and deadlines were tight, but the National Assembly deputies were always willing to share and empathize. I hope that this spirit will continue to be strongly promoted, and that, regardless of their position, the deputies will always stand alongside the cause of national development.

On this occasion, on behalf of the National Assembly, I would like to express my most sincere and profound gratitude for the valuable trust and support of the entire people and voters nationwide; I respectfully thank the timely and close leadership of the Central Committee of the Party, the Politburo, the Secretariat, and the General Secretary; the coordination and shared responsibility of the President, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, the Party Building Committees, the Central Party Office, the Presidential Office, the Government Office; relevant localities, agencies and organizations; the cooperation and assistance of international friends; the dedication and responsibility of the advisory and support staff; and the companionship of news agencies and the press... which have helped the National Assembly fulfill its important responsibilities in the past term.

Immediately following this session, the entire political system will continue to strive to achieve outstanding results to celebrate the 14th National Congress of the Party; to celebrate the 11th National Emulation Congress; to meticulously prepare for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; and to commemorate the 80th anniversary of the first general election to elect the Vietnamese National Assembly. In the immediate future, the National Election Council, the Standing Committee of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, and relevant agencies will proactively and closely coordinate to promptly implement the plan according to the issued schedule; thoroughly review the legal framework, processes, and procedures to ensure the election strictly adheres to the law, is democratic, transparent, and disciplined. At the same time, the National Assembly requested the Government, ministries, sectors, and localities to urgently and comprehensively implement the laws and resolutions passed by the National Assembly, determined to successfully achieve the growth target and the goals and tasks of socio-economic development, ensuring national defense, security, and foreign affairs for the period 2026-2030; and to better care for the lives of the people, especially in areas severely affected by natural disasters, storms, and floods.

Dear Congress,

The tasks and demands of the country in this new stage of development require the entire Party, the entire people, and the entire army to highly promote patriotism, the aspiration for development, the strength of the people, and the great national unity; to strongly innovate thinking; and to implement strategic decisions synchronously and effectively. The National Assembly, its agencies, and its members must strive, make greater efforts, and show higher determination, daring to speak, daring to act, and daring to take responsibility for the people and the country, making important contributions to our country entering a new era - an era of national progress, for a prosperous, strong, civilized, and happy Vietnam.

With that spirit, I hereby declare the closing of the 10th Session of the 15th National Assembly. I would like to express my sincere gratitude and best wishes to General Secretary To Lam, the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, the National Assembly delegates, distinguished guests, cadres and soldiers of the armed forces, voters and people nationwide, and our compatriots abroad for a healthy, happy, and successful New Year 2026.
