On December 10th, the National Assembly passed three new laws related to education and training: the Law amending and supplementing a number of articles of the Law on Education; the Law on Vocational Education (amended); and the Law on Higher Education (amended). Resolutions of the National Assembly on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development; and the Resolution on the investment policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026-2035 were also passed at the 10th session.

In discussions on the sidelines of the National Assembly , delegates assessed that this is a "boost" that will help Vietnam's education system become a foundation for people to rise up, for businesses to develop, and for the country to have enough internal strength to enter a new phase of accelerated growth.

According to Representative Nguyen Thi Viet Nga (Hai Phong), the 10th session of the 15th National Assembly reviewed, amended, and passed many laws related to education. These laws and resolutions, with their numerous amendments, were received with enthusiasm by voters nationwide. The new education policies are important, directly related to the development of the education sector and the rights of citizens and students. Along with these are policies related to the teaching staff, such as adjusting salaries and allowances for teachers…

The delegate emphasized that these policies are eagerly awaited by the general public and voters in the education sector, because the quality of education cannot be improved if teachers' living conditions are not improved. For many years, the education sector has faced a shortage of teachers and a "brain drain." One of the main reasons is that teachers' incomes are still low compared to the workload, especially at the preschool level. "These new policies will contribute to attracting high-quality human resources, especially talented students, to study at teacher training universities and work in the education sector," the delegate shared.

According to the delegates, parallel to this, adjustments to legal regulations have also been made promptly to overcome limitations and shortcomings in the implementation of laws related to education. When these regulations come into effect, teachers, those working in the education sector, and voters nationwide all expect the education sector to make new strides in the quality of education and training, and to see significant improvements in the lives of teachers.

According to the Vietnamese-Russian delegates, the laws and resolutions recently passed by the National Assembly will take effect from January 1, 2026. To ensure these laws and resolutions are implemented effectively and efficiently, the first priority is to prepare well for their implementation.

Therefore, the first step is to improve the institutional framework. After a law is enacted, implementing guidelines must be issued immediately. This will prevent situations where laws have to wait for decrees or circulars, as was the case before. This prevents localities from resolving obstacles or delays in law enforcement, causing difficulties for citizens and businesses, and leading to missed opportunities, wasted time and money, and the loss of many valuable opportunities.

Secondly, new policies must be implemented with corresponding resources. Ministries, departments, and localities need to proactively prepare resources, avoiding situations where policies are issued and highly anticipated by the people, but implementation lacks the necessary resources, leaving people constantly waiting.

Thirdly, it is necessary to raise awareness of implementation. Even with resources and institutions, if leaders and the implementing apparatus do not enhance their responsibility, and if there is still shirking, avoidance, and reluctance to face difficulties, causing work to be delayed and not completed on schedule, then laws and resolutions will be difficult to implement effectively in practice.
