
1. A series of resolutions creating special mechanisms for Hanoi , Ho Chi Minh City, and Da Nang: On the morning of December 11th, with a majority of delegates voting in favor, the National Assembly passed a Resolution piloting some special mechanisms and policies to implement large and important projects in the capital city; a Resolution amending and supplementing some articles of Resolution No. 98/2023/QH15 on piloting some special mechanisms and policies for the development of Ho Chi Minh City; and a Resolution amending and supplementing some articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting some special mechanisms and policies for the development of Da Nang city.
2. National Assembly approves national target program 2026-2030 with 423,000 billion VND: On the morning of December 11th, the National Assembly voted to approve the Resolution on investment policy for the National Target Program on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026-2035. The total capital for the Program is expected to be approximately 423,000 billion VND for the period 2026-2030.
3. Many economic laws passed by the National Assembly: On the morning of December 11th, with a majority of participating delegates voting in favor, the National Assembly passed many Laws and Resolutions. Among them were economic laws such as the Law on Investment (amended), the Law amending and supplementing a number of articles of the Law on Urban and Rural Planning, the Law amending and supplementing a number of articles of 15 laws in the fields of agriculture and environment, the Law amending and supplementing a number of articles of the Law on Geology and Minerals, and the Law on National Reserves (amended).
4. Officially approving regulations on VAT refund to remove "bottlenecks" for agricultural businesses: Continuing the Session Program, on the morning of December 11th, the National Assembly passed the Law amending and supplementing a number of articles of the Value Added Tax Law with 421 out of 424 participating delegates voting in favor (accounting for 89.01% of the total number of National Assembly delegates).
5. Malaysian company wants to build rice husk power plant in Can Tho: On December 11th, the People's Committee of Can Tho city worked with Technofit Sdn. Bhd. (Malaysia) on a proposal to invest in the Hau Giang Rice Husk Power Plant project with a capacity of 10 MW. The project is expected to be implemented in Long My ward and Long Phu 1 ward, Can Tho city.

6. Ministry of Construction requests early completion of safety standards for apartment buildings with electric vehicle charging stations: On December 11th, the Ministry of Construction announced that it had requested the Department of Housing and Real Estate Market Management to urgently develop and finalize the National Technical Standard on safety for apartment buildings equipped with electric vehicle charging stations and poles, applicable to both existing and newly constructed apartment buildings.
7. Hanoi urgently controls air pollution: Faced with the serious deterioration of air quality in recent days, the Chairman of the Hanoi People's Committee, Vu Dai Thang, signed Directive No. 19/CT-UBND on strengthening urgent measures to control air pollution in the city.
8. Vinh Long invites investment in over 150 projects in industrial parks and economic zones: Vinh Long province has issued a list of 153 projects calling for investment in the fields of industry, agriculture, education, culture - tourism, trade and services, renewable energy, etc.
9. Dong Nai adjusts land price list for the first time after provincial merger: The Dong Nai Provincial People's Council has just passed a resolution promulgating regulations on land prices in the province for 2026. This is the first adjustment after the merger with Binh Phuoc province. The new land price list will apply from January 1, 2026. For non-agricultural land, the adjustment increases from 10 - 50%, while for agricultural land, the common increase ranges from 80 - 233% depending on the location.
10. D'ran Pass in Da Lat reopened after 1.5 months of closure due to landslides caused by heavy rain: On December 11th, the Lam Dong Department of Construction announced that people and vehicles were allowed to resume traffic through D'ran Pass, one of the gateways from Khanh Hoa province to Da Lat city, from 9:00 AM that same day. Previously, on October 30th, Lam Dong province had to announce the closure of this pass due to serious landslides caused by heavy rain, and simultaneously declared an emergency situation for this section of National Highway 20.
