1. Officially raising the tax-exempt revenue threshold for household businesses to 500 million VND/year: On the morning of December 10th, the National Assembly voted to approve the amended Personal Income Tax Law, with 92.6% of participating delegates voting in favor. One of the provisions that attracted the attention and discussion of National Assembly delegates in the draft law was the tax policy for household businesses. Responding to the opinions of National Assembly delegates, the draft law approved by the National Assembly raised the tax-exempt revenue threshold from 200 million VND/year to 500 million VND/year and allows this amount to be deducted before calculating tax based on a percentage of revenue.

2. Bac Ninh handles numerous cases of ineligible buyers of social housing: According to the Bac Ninh Provincial Department of Construction, inspections have recently uncovered many cases of ineligible buyers of social housing. Violations have been dealt with as follows: developers are required to remove names from contracts, revoke agreements, and reclaim properties; the Department of Natural Resources and Environment revokes ownership certificates; and the Social Policy Bank cancels loan agreements and recovers loan capital.

3. 10th Session, 15th National Assembly: Breakthrough in Construction Permit Issuance, Reduced to 7-10 Days: On the afternoon of December 10th, with a majority of participating delegates voting in favor, the National Assembly passed the amended Construction Law with 435 out of 437 participating delegates voting, equivalent to 91.97% of delegates voting in favor. One of the major focuses of this amendment is ensuring the consistency of the legal system. In addition, the permit issuance procedure has been simplified to the maximum in the guiding decree, reducing the permit issuance time to a maximum of 7-10 days.

4. Ninh Binh proposes building an international airport with a total investment of over 23 trillion VND: The People's Committee of Ninh Binh province has submitted a proposal to the Prime Minister and the Ministry of Construction regarding the feasibility study for the establishment of Ninh Binh International Airport. The proposed location for Ninh Binh International Airport is in Binh Luc and Binh My communes and Liem Tuyen ward, Ninh Binh province. Construction is expected to begin in 2027, with operation and exploitation scheduled for 2029.

5. Alarming "gray haze" season in Hanoi: Air quality (AQI) in Hanoi in recent years has frequently been recorded at poor (orange) or very poor (red) levels, and at many times even reaching hazardous levels (purple) on global air quality monitoring applications. In particular, PM2.5 fine dust – particulate matter with a diameter smaller than 2.5 micrometers – is the main factor pushing the capital city onto the list of the world's most polluted cities.

6. Connecting Vietnam-Cambodia Border Trade: On the morning of December 10th, in Tinh Bien ward, An Giang province, the Ministry of Industry and Trade, in coordination with the People's Committee of An Giang province, organized the Vietnam-Cambodia Border Trade Connection Forum. The forum was an event connecting businesses, introducing potential investment opportunities, and promoting import and export through border gates between Vietnam and Cambodia.

7. Ho Chi Minh City aims for double-digit average GRDP growth over the next five years: This growth target was set in the Resolution on the results of implementing the city's socio-economic development tasks for the period 2021-2025 and the city's socio-economic development plan for the period 2026-2030, which was approved by the 10th term of the Ho Chi Minh City People's Council at its 6th session on the afternoon of December 10th.

8. Smooth two-way cargo transportation through the border gate pair in Lang Son: On December 10th, at the dedicated roads and customs clearance points of the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair, a one-year pilot program for two-way cargo transportation officially commenced. Vehicles transporting goods for export to the other country, after completing delivery, are allowed to transport goods back to Vietnam for import.

9. Developing appropriate and feasible disaster response scenarios in the new context: On December 10th, the Department of Dike Management and Disaster Prevention and Control (Ministry of Agriculture and Environment), in collaboration with ISET International in Vietnam, Plan International in Vietnam, and the Z Zurich Foundation, co-organized the workshop “Strengthening resilience to natural disasters and climate change in the new context”. This activity was part of the Zurich Climate Resilience Alliance (ZCRA) project funded by the Z Zurich Foundation.

10. Regulations on electricity generation service pricing for pumped-storage hydropower plants: The Ministry of Industry and Trade has recently issued Circular 58/2025/TT-BCT, stipulating the method for determining electricity generation service prices for pumped-storage hydropower plants and providing guidance on the main contents of power purchase agreements. The document covers many technical aspects, from the scope of application, principles for price determination, calculation methods, to the structure of components of capacity price, energy price, and operating costs.

11. Ho Chi Minh City plans to increase production for Tet vegetable crop: With just over two months until the 2026 Lunar New Year, a peak consumption period for many agricultural and aquatic products, including green vegetables, the city faces the challenge of unpredictable weather patterns. Many vegetable and root crop areas in Ho Chi Minh City and neighboring localities have been damaged, threatening to impact the Tet vegetable crop. Ho Chi Minh City has proactively implemented various measures to ensure sufficient, timely, and stable supply of vegetables at reasonable prices for its residents during the peak Tet consumption season.

12. Imported car sales increased more than five times compared to domestically assembled cars: In the first 11 months of 2025, the total sales of member units of the Vietnam Automobile Manufacturers Association (VAMA) reached 328,669 vehicles of all types, an increase of 6.5% compared to the same period last year. However, a noteworthy point is that while sales of domestically assembled cars decreased by 3%, sales of completely imported cars increased by as much as 17%, reflecting a shift in product selection and supply sources in the market.

13. Restructuring public investment and establishing a growth model for the 2026-2030 period: Restructuring public investment is considered a driving force for Vietnam to re-establish its economic growth model for the 2026-2030 period. This was the main topic discussed at the Workshop on Establishing an Economic Growth Model Associated with Restructuring the Vietnamese Economy for the 2026-2030 Period, organized by the Institute of Economic and Financial Strategy and Policy (Ministry of Finance) on the morning of December 10th in Hanoi.

14. Responsibility Checkmark: A Trust Infrastructure for E-commerce Development: Vietnam's e-commerce is experiencing strong growth, but market quality lags far behind its expansion, with counterfeit goods, commercial fraud, and a lack of transparency still rampant on many platforms. In this context, the responsibility checkmark emerges as an essential component of the trust infrastructure, paving the way for e-commerce to shift from quantitative to qualitative growth.
