
Accordingly, regarding the traffic diversion plan at the construction area: A combination of corrugated iron fences and B40 mesh will be used for road surface repair work on the left side of Thang Long Boulevard, from Km9+00 to Km10+00; Construction will be carried out in 4 sections, with each half of the road cross-section being constructed at a time. The fence width will be 7.2m and the length of each section will be 500m; the remaining road width will be 7.3m for vehicles to circulate in 2 lanes through the construction area. Construction must be carried out in sections, with the next section only being constructed after completion.
The Department of Construction also requested relevant units to install road signage systems including: construction site signs, signs indicating narrowed roads, slow-down signs, and lighting systems, including nighttime warning lights, ensuring compliance with the regulations in TCCS 14:2016/TCĐBVN on standards for traffic organization and protective measures during construction on roads in operation; and requested the placement of mannequins with rotating warning lights in front of the barricades to warn pedestrians and vehicles.
For the remote traffic diversion plan, install I.441 traffic signs (at distances of 500m, 200m, and 50m from the construction area) and speed limit signs of 80km/h (500m from the starting point of the barrier) and 60km/h (300m from the starting point of the barrier); Install cone-shaped signs combined with reflective tape before and after the barrier area, extending from the corrugated guardrail system at the median and roadside to the outer edge of the barrier, with a length of 200m. The road signage system, ensuring traffic safety and warning of the construction barrier area from a distance, will progressively advance according to the construction segments.
On the same day, the Hanoi Department of Construction also announced a traffic diversion plan to ensure traffic order and safety for the construction of Package 3, which includes: the entire construction and traffic safety aspects of the Project to relocate and install the pedestrian bridge currently in front of the Hanoi National University to Gate 2 of Hanoi Pedagogical University, in Cau Giay Ward, Hanoi City.
Accordingly, the traffic diversion plan for the construction area will be organized in three segments. Specifically, segment 1 involves dismantling and relocating the existing pedestrian bridge system to a staging area for processing as follows: Traffic will be prohibited on Xuan Thuy Street in the direction from Xuan Thuy to Cau Giay, specifically from the Xuan Thuy - Pham Hung intersection to alley 181 Xuan Thuy; and in the direction from Cau Giay to Xuan Thuy, specifically from the Phan Van Truong - Xuan Thuy intersection to the Xuan Thuy - Pham Hung intersection, to facilitate the dismantling and relocation of the existing pedestrian bridge system to the staging area for processing.
The relevant units shall install a road signage system including: construction site signs, prohibited road signs, slow down signs combined with barriers using marker posts, reflective tape and lighting systems, and night warning lights at both ends of the barrier area, ensuring compliance with the regulations in TCCS 14:2016/TCĐBVN on standards for traffic organization and protective arrangements during construction on roads in operation; It is required to station traffic guides at both ends of the barrier area to guide and warn people and vehicles participating in traffic.
Phase 2 involves the construction of the pedestrian bridge foundation system in front of Gate 2 of Hanoi Pedagogical University. Construction of the foundation within the median strip: A barrier system using marker posts and reflective tape will be erected on the lane adjacent to the median strip (in both directions) on Xuan Thuy Street in front of Gate 2 of Hanoi Pedagogical University. The barrier width in each direction will be 3.5m, and the barrier length will be 15m. The remaining width in each direction for vehicles to pass through the construction site will be 7m.
The relevant units shall install road signage systems including: construction site signs, signs indicating narrowed roads, slow-down signs, and lighting systems, including nighttime warning lights, ensuring compliance with the regulations in TCCS 14:2016/TCĐBVN on standards for traffic organization and protective measures during construction on roads in operation. It is required to station personnel to ensure traffic safety before the barricades, warning pedestrians and vehicles.
Construction of the foundation on the sidewalk: A barrier system using marker posts and reflective tape will be erected on the lane closest to the sidewalk (in both directions) on Xuan Thuy Street, in front of Gate No. 2 of Hanoi Pedagogical University. The barrier will be 3.5m wide and 15m long in each direction, leaving 7m of space for vehicles to pass through the construction site.
Relevant units shall install road signage systems: construction site signs, signs indicating narrowed roads, slow-down signs, and lighting systems, including nighttime warning lights, ensuring compliance with the regulations in TCCS 14:2016/TCĐBVN on standards for traffic organization and protective measures during construction on roads in operation. Traffic safety personnel must be stationed before the barricaded area to warn pedestrians and vehicles.
For segment 3 of the pedestrian bridge construction on Xuan Thuy Street, in front of Gate 2 of Hanoi Pedagogical University: Traffic will be prohibited on Xuan Thuy Street in the direction from Xuan Thuy to Cau Giay, specifically from the Xuan Thuy - Alley 181 Xuan Thuy intersection to the Xuan Thuy - Tran Quoc Vuong intersection. Traffic in the direction from Cau Giay to Xuan Thuy will be prohibited from the Phan Van Truong - Xuan Thuy intersection to the Xuan Thuy - Pham Hung intersection, to facilitate the construction and installation of the pedestrian bridge system.
Relevant units shall install road signage systems: construction site signs, prohibited road signs, slow down signs combined with barriers using marker posts, reflective tape, and lighting systems, including night warning lights at both ends of the barrier area, ensuring compliance with the regulations in TCCS 14:2016/TCĐBVN on standards for traffic organization and protective arrangements during construction on roads in operation; Traffic guides must be stationed at both ends of the barrier area to guide and warn pedestrians and vehicles.
Regarding the remote traffic diversion plan, segment 1 will deploy traffic guides, construction site warning signs, and road closure signs (with supplementary distance signs) at the Xuan Thuy - Cau Giay intersection; segment 2 will deploy traffic guides, construction site warning signs, and road closure signs (with supplementary distance signs) at the Xuan Thuy - Pham Hung and Xuan Thuy - Cau Giay intersections.
Section 3 involves deploying traffic guides, construction site warning signs, and prohibited road signs (with supplementary distance signs) at the intersections of Xuan Thuy – Pham Hung, Xuan Thuy - Cau Giay, Tran Quoc Vuong - Xuan Thuy, and alley 181 Xuan Thuy - Xuan Thuy; It also includes the installation of I.441 signage (distances of 300m, 200m, and 50m to the construction area) and a system of conical markers combined with reflective tape before and after the barricades, extending from the median strip (for construction barriers on the sidewalk) and roadside to the outer edge of the barricades, with a 50m extension.
According to the Hanoi Department of Construction, the implementation period for phase 1 will be from December 12th to December 14th, 2025, with construction time from 11 PM to 5 AM the following morning; phase 2 will be from December 11th to December 21st, 2025, with construction time from 11 PM to 5 AM the following morning; and phase 3 will be from December 24th to December 27th, 2025, with construction time from 11 PM to 5 AM the following morning.
