The court's ruling creates a favorable legal environment for development. This was the directive of Central Committee member, Party Secretary, and Chief Justice of the Supreme People's Court Nguyen Van Quang at the Conference on the Implementation of the Work of the People's Courts at both levels in 2026, organized by the Hanoi People's Court on December 10th.

Accordingly, the Chief Justice of the Supreme People's Court requested that court rulings truly build trust among the people and businesses, create a favorable legal environment for development, and seriously implement General Secretary To Lam's directive that the capital city should be a place that inspires confidence in investors and citizens, and truly be a center of innovation.

Focus on resolving outstanding cases and make breakthroughs in digital transformation.

2025 presents a challenging year for the two-level People's Courts of Hanoi: The crime situation is complex, with many major corruption and economic cases being brought to trial; civil disputes, commercial business disputes, and administrative complaints are increasing in both number and nature. In particular, from July 1st, 2025, the Hanoi Court will officially reorganize, merging 30 district-level units into 12 regional people's courts, creating new demands on management, operation, and personnel allocation. Overcoming initial difficulties and obstacles, the staff of the Hanoi Court system have strived to successfully complete their assigned tasks.

Speaking at the conference, Chief Justice of the Hanoi People's Court Nguyen Xuan Ky stated that in the 2025 working year, the two-level courts of the city handled 50,355 cases, resolving 45,678 cases (reaching 90.71%), an increase of 8,902 cases and 8,143 cases respectively compared to the same period in 2024. All work targets exceeded the plan and the targets set by the National Assembly.

In particular, the quality of trials has improved significantly. The rate of judgments overturned or amended due to subjective errors has decreased sharply compared to the same period in 2024. The People's Courts at both levels in the city have closely coordinated with the police and the procuracy to try criminal cases, especially major corruption and economic cases, ensuring timeliness and strictness, which has been well received and supported by public opinion. The judgments demonstrate humanity and fairness, serving both an educational and deterrent purpose while focusing on recovering assets obtained through corruption.

In the civil and administrative fields, the city's court system has promoted mediation and dialogue, contributing to the swift and decisive resolution of many disputes, stabilizing people's lives, and saving litigation costs.

Judicial reform and digital transformation have been strongly implemented with the application of applications and software in trials and administration; promotion of online trials; publication of electronic judgments; digitization of records and building a synchronized database.

Chief Justice Nguyen Xuan Ky affirmed that in 2026, one of the breakthrough tasks of the two-level People's Courts of Hanoi is to decisively direct the resolution of 100% of outstanding first-instance cases at the Hanoi People's Court. This is considered a key goal to remove bottlenecks and address public concerns.

In addition, the Hanoi Court system will continue to accelerate progress and improve the quality of resolving and adjudicating all types of cases; striving to achieve and surpass the targets set by the National Assembly and the Supreme People's Court. The system will focus on thoroughly addressing the issue of overdue cases due to subjective reasons, ensuring fair and impartial trials, and preventing wrongful convictions. The percentage of judgments and decisions overturned or amended due to subjective reasons must be minimized, not exceeding 1.5%.

The Hanoi People's Court prioritizes the timely and rigorous trial of criminal cases, especially those monitored by the Central Steering Committee and the Hanoi City Party Committee's Steering Committee on preventing and combating corruption, waste, and negative practices; at the same time, it strengthens mediation and dialogue, effectively implements the adversarial principle in civil and administrative cases, and protects human rights and citizens' rights.

Delivering a keynote address at the conference, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc praised and congratulated the outstanding achievements of the Capital's court system in 2025. The Party Secretary emphasized that, in the context of the Capital focusing on achieving development goals under the theme "Cultural, Civilized, Modern, and Happy Capital" and its three pillars (development, economy, and innovation), the court system plays a crucial role in protecting the law and justice, contributing to maintaining political and social stability.

The Secretary of the Hanoi Party Committee assessed the target of resolving 100% of outstanding cases as particularly impressive and considered it a practical goal that contributes to creating a "launching pad" for Hanoi's development into a civilized and modern city, unhindered by backlogs and delays. The Secretary of the Hanoi Party Committee acknowledged and highly appreciated the significant and proud contributions of the Hanoi Court in the fight against corruption and negative practices in recent times, thereby contributing to building a clean and strong Party and government.

Regarding development orientation, City Party Secretary Nguyen Duy Ngoc suggested that the People's Courts at both levels in the city continue to promote digital transformation and strengthen effective coordination among judicial agencies. The city is committed to continuing to pay attention to and allocate resources to support the court system in operating effectively and meeting the requirements of the tasks in the new situation.

Removing obstacles and unblocking resources

Expressing confidence that the two-level People's Courts of Hanoi will successfully fulfill their key tasks in 2026, Central Committee member, Party Secretary, and Chief Justice of the Supreme People's Court Nguyen Van Quang requested that the two-level People's Courts of Hanoi, especially their leaders, proactively and actively advise the City Party Committee, People's Council, and People's Committee, and coordinate with relevant departments and agencies in directing the resolution of obstacles and existing problems. In particular, the units need to have a strategic mindset in resolving and handling cases and incidents. After issuing judgments, the Courts must be responsible for advising on unlocking resources, focusing on resources currently frozen by disputes in cases, in order to serve the development of the Capital and the country in the new phase.

Frankly acknowledging the limitations in the allocation of human resources to regional courts, which initially only involved a general addition without a thorough and specific assessment of requirements and professional expertise, Mr. Nguyen Van Quang requested that the Hanoi court system focus on investing in human resources, improving working conditions, and resolving difficulties in professional work for regional courts. He also urged the Chief Justice of the Hanoi People's Court to promptly implement the temporary secondment of judges and clerks to regional courts to improve the quality of judicial work in these units.

The Chief Justice of the Supreme People's Court has requested that the People's Courts of Hanoi at both levels resolve all outstanding cases before April 2026. This includes emphasizing a comprehensive review of all pending or suspended civil, commercial, and administrative cases to develop a plan for their resolution. Successfully achieving this will build trust among citizens, businesses, and investors, creating a favorable legal environment and fostering confidence in justice through court rulings and their enforcement.
