Speaking at the conference, Vice Chairman of the National Assembly Le Minh Hoan acknowledged, highly appreciated, and commended the Committee on Science, Technology and Environment for its achievements during the 15th National Assembly term in the fields of legislation, supervision, and decision-making on important national issues.
Comparing the past term to a journey of sowing seeds, the Vice Chairman of the National Assembly stated that the work of the Committee on Science, Technology and Environment is like "a sower of seeds." Some seeds sprout immediately, such as the draft laws passed by the National Assembly, which have an immediate effect; some "seeds" need favorable weather and time to gradually take root and enter life; and some "seeds" are sown today, but only a few years, or even decades, will our descendants reap the sweet fruits, such as laws on science and technology , innovation and digital transformation, or energy policies…
In addition, the Vice Chairman of the National Assembly expressed his hope that, in the next term, the Committee on Science, Technology and Environment will inherit and build upon the achievements already made; continue to sow the "seeds" of knowledge and integrity into each draft law, draft resolution, each oversight activity, and each important issue of the country; and open up new avenues in the fields of science, technology, innovation, digital transformation, green economy , and circular economy within the scope of the functions and tasks of the Committee on Science, Technology and Environment.

Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai stated that the 15th National Assembly term took place in a special context with many changes in the global and domestic situation: the COVID-19 pandemic severely impacted all aspects of life, economy, and society; strategic competition and geopolitical conflicts became more complex; climate change, energy transition, digital transformation, and the Fourth Industrial Revolution were strongly underway, posing urgent demands for the development of policies and laws for sustainable development.
Under the close leadership and guidance of the Politburo, the Secretariat, the Party Committee of the National Assembly, especially the Chairman of the National Assembly, the Vice-Chairman of the National Assembly in charge, and the leaders of the National Assembly; with the responsible, effective, and dedicated coordination of the agencies of the National Assembly, the Government, ministries, sectors, and experts; and with a proactive, responsible, and decisive spirit of innovation, the Committee on Science, Technology and Environment has continuously strived to innovate its working methods, promote digital transformation in its work, and enhance professionalism and efficiency… During the past term, the Committee on Science, Technology and Environment has completed a huge amount of work with many outstanding achievements.
In the field of lawmaking, the Committee successfully advised the National Assembly to issue Resolution No. 193/2025/QH15 on piloting a number of mechanisms and policies to remove obstacles in national science, technology, innovation and digital transformation activities. This Resolution strongly institutionalizes the spirit of Resolution No. 57-NQ/TW of the Politburo, is groundbreaking, and reflects the strategic vision of the Party and the State in creating a transparent legal framework, unlocking all resources for science, technology and innovation, promoting strong digital transformation, and leading Vietnam into a new era of national progress.
In its oversight work, the Committee on Science, Technology and Environment has chaired and advised on two thematic oversight sessions of the Standing Committee of the National Assembly and the National Assembly; proactively organized 14 in-depth thematic oversight sessions on resources, environment, digital transformation, science, technology, etc.; and monitored the implementation of the National Assembly's Resolution on five nationally important projects.

Regarding decisions on important national issues, the Committee on Science, Technology and Environment has chaired the review and advised the National Assembly on many issues of great significance, such as the first-ever issuance of the National Marine Spatial Planning for the period 2021-2030, with a vision to 2025; the issuance of a National Assembly Resolution on some special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project; and participation in the review of many important national issues at the National Assembly sessions and the sessions of the National Assembly Standing Committee…
At the conference, Vice Chairman of the National Assembly Le Minh Hoan presented Certificates of Commendation from the Standing Committee of the National Assembly to five individuals, including National Assembly deputies Nguyen Thi Le Thuy, Nguyen Quang Huan, Nguyen Thi Lan, Nguyen Chu Hoi, and Nguyen Nhu So, for their outstanding achievements in the activities of the Committee on Science, Technology and Environment during the 15th National Assembly term.
