The Press Law opens up opportunities for diverse development.

The amended Press Law, passed by the National Assembly on December 10th, contains many new provisions, including regulations on leading multi-media press agencies. On the sidelines of the National Assembly, several delegates shared their views on this matter as well as the economic aspects of journalism.

Accordingly, compared to the current law, the draft law introduces six new points. Specifically, it clearly defines the types of media in the new context; supplements policies for media development and ensures the resources for implementation, from financial mechanisms to infrastructure investment and tax incentives, in a more feasible manner.

Representative Hoang Van Cuong, from the Hanoi National Assembly Delegation, stated: "Previously, journalistic activities were confined to a single platform or unit. But now, journalistic activities are quite diverse, interwoven, and mutually supportive. A single media unit operates multiple channels and communication methods, rather than just one as before. Today's journalistic activities are multi-disciplinary. A media organization is a complex entity, diverse, dynamic, creative, adaptable to the market, while ensuring management and unified control."

Affirming that press agencies have the duty to disseminate information, delegate Hoang Van Cuong stated that state-managed press agencies must fulfill political tasks and disseminate accurate and reliable information to the general public. In the new context, it is necessary to strengthen autonomy and ensure operational efficiency. The Press Law opens up opportunities for the diverse development of activities within press agencies. This allows press agencies to simultaneously fulfill their political duties and create the potential for independent and autonomous journalistic activities, free from dependence on state funding.

Speaking about the economics of journalism and the tax collection aspect, which is one of the new points in the Press Law, Representative Hoang Van Cuong stated that media organizations perform political tasks, propaganda, and information dissemination, and are responsible for their own revenue. The main objective of managing the press here is not to collect taxes from journalistic activities; this is merely a basis to help media organizations operate independently, autonomously, and without succumbing to economic pressures.

"I believe that tax policy clearly shows a lack of economic objectives, including state management. Instead, the media should prioritize propaganda and information dissemination," said Representative Hoang Van Cuong.

Representative Trinh Thi Tu Anh, from the Lam Dong Provincial National Assembly Delegation, stated: The Press Law stipulates that leading multi-media press agencies have various types of media and affiliated press agencies; have a specific financial mechanism; and are established in accordance with the strategy for developing and managing the press system approved by the Prime Minister.

With the keyword "multimedia press agencies are a new policy, expanding the development of journalism in the future," I think that journalism needs to fulfill its mission of bringing information from the Party and the State, and State policies, to voters and the people. Conversely, journalism also conveys voters' opinions to Party and State agencies, promptly amending regulations that are still problematic so that laws can be implemented effectively. Therefore, according to delegate Trinh Thi Tu Anh, these innovations are conditions that encourage journalism to operate more professionally and effectively.

According to Representative Trinh Thi Tu Anh, in the coming time, journalistic activities will have to adapt to the online space. Because journalism in the new era cannot just follow tradition. In the age of technological development, information spreads rapidly, but at the same time, journalists must have skills in cybersecurity to protect themselves and their colleagues more professionally and effectively.
