
According to the Resolution, the beneficiaries of the support include: Students, graduate students, and doctoral candidates of Cham, Cho Ro, and Khmer ethnic groups residing in the city, studying at vocational schools, colleges, universities, research institutes, and academies nationwide; students from other ethnic minorities whose households have recently escaped poverty within the past 36 months, residing in the city, studying at universities, colleges, and vocational schools nationwide; and graduate students and doctoral candidates from other ethnic minorities, residing in the city, belonging to poor or near-poor households according to the local poverty standard, studying at research institutes, academies, and universities nationwide.
The city will subsidize the cost of notebooks and textbooks for ethnic minority students in public and private general education institutions, vocational education and continuing education centers, and special schools (excluding students studying at private general education institutions with foreign elements and students studying at the Ba Ria - Vung Tau Ethnic Boarding School) at different levels depending on the grade level.
Specifically, the maximum support level is 400,000 VND/student/school year for primary school; 500,000 VND/student/school year for lower secondary school; and 600,000 VND/student/school year for upper secondary school. It is estimated that 72,784 people will be eligible for this policy.
In addition, the city provides financial support for tuition fees to ethnic minority students, graduate students, and doctoral candidates in the area at a rate of 1.5 million VND per person per month. The support period is in accordance with the regulations on training programs for students, graduate students, and doctoral candidates of the Ministry of Education and Training . Approximately 1,100 people are expected to benefit from this policy.
This policy does not apply to students studying under the government-sponsored scholarship program, pre-university programs, or second-degree university programs; students who have already received support under Decision No. 66/2013/QD-TTg of the Prime Minister (regulating the policy on supporting tuition fees for ethnic minority students studying at higher education institutions), Decree No. 57/2017/ND-CP of the Government (regulating the policy on priority admission and learning support for kindergarten children, students, and university students from very small ethnic minority groups); postgraduate students and doctoral candidates trained abroad and under joint programs with foreign cooperation and investment; and postgraduate students and doctoral candidates trained under the City's programs who have already received policy support.
After the merger, Ho Chi Minh City comprises 168 communes, wards, and special zones; preliminary surveys indicate that approximately 9 communes and 135 neighborhoods, villages, and hamlets are inhabited by ethnic minorities. The city is home to 53 ethnic minority groups with 171,382 households and 509,517 people, accounting for about 3.64% of the population; among them, the Hoa, Khmer, Cham, and Chơ Ro ethnic groups are the most numerous and live in concentrated communities. Many ethnic minority students face difficult circumstances, low family incomes, and lack adequate educational resources; many are from poor or near-poor households or are unstable migrant workers.
Building upon the policies of the localities prior to the merger, the City People's Committee's proposal for the draft resolution assesses that the issuance of this policy is necessary and contributes to the effective achievement of the goal of comprehensive, equitable, and sustainable educational development.
