The General Staff requested that units proactively respond to heavy rain, severe cold, and frost.

On December 11th, the General Staff of the Vietnam People's Army issued urgent dispatch No. 7208/CĐ-TM regarding proactive response to heavy rain, severe cold weather, and strong winds at sea.

According to the National Center for Hydro-Meteorological Forecasting, from December 12-14, 2025, the area from Quang Tri to Da Nang city, the eastern provinces from Quang Ngai to Dak Lak and Khanh Hoa will experience moderate rain, with localized heavy rain in some areas. From December 13, 2025, the Northern region will experience intense cold, with some high mountainous areas experiencing severe cold. The lowest temperatures in the mountainous and midland areas of the Northern region will generally range from 7-10 degrees Celsius, with some high mountainous areas experiencing temperatures below 5 degrees Celsius. Furthermore, from December 13, 2025, in the Gulf of Tonkin, the northern part of the East Sea, the sea area from southern Quang Tri to Ca Mau , the central East Sea, the western sea area, and the southern East Sea (including the western sea area of ​​the Truong Sa special zone), there will be strong northeast winds of force 6-7, gusting to force 8-9, causing rough seas.

In accordance with Official Dispatch No. 40 BCĐ-BNNMT dated December 11, 2025, from the National Steering Committee for Civil Defense regarding proactive response to heavy rain, severe cold, frost, and strong winds at sea, the General Staff requests all agencies and units to strictly maintain the duty roster, proactively monitor and closely track the situation and developments of heavy rain, implement measures to ensure the safety of barracks, warehouses, and construction sites; prepare forces and equipment to be ready to respond promptly and effectively when situations arise; and have plans to ensure protection against the cold for troops, ensuring absolute safety of personnel and equipment when performing their duties.

Military Regions 4 and 5 directed the Military Commands of provinces and cities to proactively advise local Party committees and authorities to direct relevant functional agencies to inspect and review response plans and strategies in accordance with reality; coordinate with departments and agencies to review and identify key disaster areas, areas at risk of flash floods and landslides, vulnerable dikes, embankments, lakes, and dams, and areas prone to flooding and isolation; proactively evacuate households in high-risk areas prone to landslides, flash floods, and deep flooding to safe locations; ensure the safety of critical infrastructure, unfinished construction projects, industrial zones, urban areas, densely populated areas, and production activities in low-lying areas, preventing regrettable loss of life due to negligence or complacency. At the same time, coordinate with units stationed in the area to prepare forces and equipment to be deployed in areas at risk of being cut off or isolated due to landslides and floods; assist local authorities and people in responding to, overcoming the consequences of, and conducting search and rescue operations.

The Border Guard Command directed the Border Guard Commands of coastal provinces and cities from Quang Ninh to An Giang to closely monitor the developments of heavy rain and strong winds at sea, and to have forces and equipment ready to participate in responding to, mitigating the consequences of, and conducting search and rescue operations when situations arise.

The Navy and Coast Guard command direct their subordinate agencies and units to implement measures to ensure the safety of their units, and to have forces and equipment ready for search and rescue operations in case of incidents at sea, on islands, and in the areas where the units are stationed, upon request from local authorities.

The General Staff instructed the Air Defense - Air Force Command and the 18th Army Corps to review and revise plans, organize forces and equipment, and be ready to conduct search and rescue flights when ordered by the Ministry of National Defense. The 34th Army Corps and other corps, branches, and the Military Industry and Telecommunications Group are to have forces and equipment ready to participate in response and rescue operations when requested by local authorities.

The General Departments of Logistics and Technology, Defense Industry, and General Department II, according to their functions and duties, shall strengthen the direction, supervision, and inspection of subordinate units to effectively respond to heavy rains, ensure the safety of warehouses, factories, weapons, and equipment, ensure good logistics and technical support for disaster response, proactively coordinate the timely dispatch and transportation of rescue and relief supplies and equipment, and assist localities in responding to and overcoming the consequences when situations arise.

The implementing units shall report to the General Staff through the Ministry's Command Center and the Rescue and Relief Department for monitoring and guidance purposes.
