On December 9, Hoa Binh Construction Group Joint Stock Company (contractor of Capital Square 3 Urban Area project - PV) sent a report on handling the subsidence incident on Nguyen Cong Tru Street to the Department of Construction of Da Nang and the People's Committee of An Hai Ward.
According to the contractor, the incident occurred at around 2 p.m. on December 3, when prolonged heavy rain caused water and sand from the sewer system to rush into the project construction area. The unusual overflow caused erosion, causing a section of Nguyen Cong Tru Street, adjacent to the project, to suddenly collapse, creating a large hole.

Immediately after the incident, the investor and contractor temporarily stopped all construction activities and blocked off the area to ensure safety. Quick remedial measures were implemented, including filling the collapsed area with crushed stone aggregate and reinforcing the surrounding area to prevent the impact from spreading to neighboring areas.
At the same time, sandbags and cement were put into the open positions of the sewer line to reduce the flow rate; the collapsed sewer section was filled with sand to create a flat surface and restored with a new layer of concrete.
The incident handling was 100% completed by the afternoon of December 8. The drainage system, roadbed and road surface were restored; Nguyen Cong Tru Street was reopened to traffic, ensuring safe traffic again. The remaining items such as paving sidewalks and cleaning continued to be completed during the day.

On the same day, December 9, the People's Committee of An Hai Ward also sent a document requesting the People's Committee of Da Nang City and the Department of Construction to direct specialized units to increase patrols and controls, and soon have appropriate reinforcement solutions to ensure the safety of the project area's infrastructure. The ward proposed that the city continue to organize traffic diversion on Ngo Quyen Street, temporarily banning cars and motorbikes from entering the inner lane to limit the risk of insecurity.
According to the People's Committee of An Hai Ward, the investor and contractor have completed the construction of the drainage culvert on the sidewalk and asphalt pavement in the subsidence area. The locations adjacent to Ngo Quyen Street, where cracks and tilted electric poles appeared, have been braced, the foundation reinforced and monitoring, ultrasound, and continuous displacement measurement have been organized.

Regarding labor safety and construction safety measures, the People's Committee of An Hai Ward requires the investor to review the entire construction process, evaluate the quality of items, and adjust construction measures when necessary to suit actual conditions. The construction unit arranges technical staff on duty 24/7 to check and monitor neighboring areas, in order to promptly detect unusual signs and handle them immediately.
As reported by Vietnam Law Newspaper , at around 2:00 p.m. on December 3, a sinkhole about 15 meters long and 5 meters wide appeared on Nguyen Cong Tru Street (the section adjacent to the Capital Square 3 Urban Area project, which is currently constructing the foundation). The 1.8m x 1.6m box culvert was broken and sank about 12 meters. Two cars parked on the side of the road fell into the hole and were severely damaged; fortunately, there were no casualties.
At the same time, many cracks appeared on Ngo Quyen Street (the area adjacent to the project), some electric poles were tilted, and some neighboring houses were affected. The unexpected incident made local people worry about the safety of the infrastructure surrounding the project.
