Unified solutions for the development of Da Nang city in the period 2026-2030

On December 10th, the Da Nang City People's Council, 10th term (2021-2026), opened its regular year-end session for 2025, aiming to comprehensively assess the results of implementing tasks in 2025 - the first year after the reorganization and merger of administrative units and the operation of the two-tiered local government model.

The session will decide on the main goals, tasks, and solutions for 2026 and the following years, laying the foundation for the 2026-2030 development period.

At the session, Da Nang City Party Secretary Le Ngoc Quang acknowledged and praised the innovative spirit, responsibility, cooperation, and important contributions of the People's Council, departments, agencies, localities, units, and People's Council delegates in the overall achievements of 2025.

The Secretary of the Da Nang City Party Committee urged delegates of the Da Nang City People's Council to actively express their opinions and ask questions to the City People's Committee and relevant departments and agencies at the session.

In particular, issues of concern to city voters include the decentralization of authority in the implementation of tasks; the rising prices of essential goods, especially construction materials; issues related to planning adjustments, social housing, healthcare, education , and disaster relief. Through this, the Da Nang City People's Council proposed solutions to address existing shortcomings and limitations, resolve voter concerns, and strengthen the monitoring and supervision of the implementation of commitments by all levels of government.

According to Nguyen Duc Dung, Deputy Secretary of the City Party Committee and Chairman of the Da Nang City People's Council, the session aims to comprehensively analyze and evaluate, frankly and objectively acknowledge the shortcomings and limitations of Da Nang city in the past; and at the same time, propose synchronized and decisive solutions, focusing on promptly addressing immediate issues while creating a solid foundation for medium-term and long-term development goals.

Chairman of the Da Nang City People's Council, Nguyen Duc Dung, requested delegates to focus on reviewing, discussing, and giving opinions on important reports and proposals, including: the 5-year socio-economic development plan for the period 2026-2030, the 5-year financial and budget plan and the medium-term public investment plan for the period 2026-2030; the socio-economic development, national defense, and security situation in 2025 and key tasks for 2026; the city's budget estimates and allocation for 2026...

Delegates also studied, commented on, and decided on many important mechanisms and policies regarding public investment, budget, land, urban development, social security, administrative reform, and the construction of a two-tiered local government, especially the key resolutions of the Politburo and specific mechanisms and policies for the development of Da Nang city.

In addition, delegates actively contributed ideas and discussed solutions to overcome difficulties and create new momentum for the rapid and sustainable development of the city in 2026 and the following years...

Reporting at the session, Vice Chairman of the Da Nang City People's Committee Ho Ky Minh stated that the city's economy continues to maintain its growth momentum; GRDP in 2025 is estimated at 9.18%. State budget revenue is estimated at 59.5 trillion VND, equivalent to 117.4% of the allocated budget and 108% compared to the same period in 2024. Local budget expenditure is managed strictly, economically, and effectively.

The investment and business environment in Da Nang city continues to improve; as of November 20, 2025, there were 1,285 FDI projects with a total investment of over US$10.9 billion and 2,016 domestic projects with a total investment of over VND 738 trillion.

The tourism service sector continues to grow. By 2025, the number of guests staying at accommodation facilities is estimated to reach over 17.3 million, an increase of 15%; revenue from accommodation, food and beverage, and travel services is estimated to reach nearly 60,000 billion VND, an increase of 21% compared to the same period...

Despite the achievements, Da Nang city is still facing many difficulties and challenges; some tasks have not met the targets set in the resolution; the progress of implementing some key and strategic projects is still slow; infrastructure does not yet meet the requirements; administrative reform and the removal of difficulties and obstacles related to land, planning, and investment procedures still have limitations and shortcomings.

In particular, during the last days of October and the beginning of November, severe natural disasters occurred in the city and many localities in the region, causing significant damage to the economy, transportation infrastructure, irrigation systems, and production.

The meeting is scheduled to be held over three days, from December 10-12.
