
Promoting land resources
According to the Da Nang City Land Development Center, land has always been considered a crucial resource in the city's socio -economic development strategy. Annually, revenue from land exploitation remains stable and accounts for a significant proportion of the local government's budget.
Between 2022 and 2024, the effective exploitation of land resources through land use rights auctions generated trillions of VND in revenue annually for local budgets.
In 2025 alone, the City Land Fund Development Center auctioned two large plots of land generating revenue of more than VND 1,554 billion; 57 subdivided residential plots with a total auction winning amount of VND 307.2 billion; and short-term leases of public land plots with revenue of more than VND 10 billion to gradually limit encroachment on public land, maintain clean land funds, serve people's needs and urban development.

Deputy Director of the Da Nang City Land Fund Development Center Huynh Tan Quang said that the city is completing the auction procedures for 13 large land plots to call for investment in socio-economic development projects with an expected revenue of more than VND7,225 billion (calculated at the starting price) from the auction of land use rights. In addition, it is implementing and preparing to auction 81 subdivided residential land plots with an expected revenue of about VND378 billion.
Currently, the entire city has 408 large clean land plots to serve the calling for investment projects and 21,856 residential land plots to serve resettlement arrangements, auctions, and ensure residential land funds for people when needed. Of which, the Da Nang City Land Fund Development Center has reported and proposed to auction 596 land plots in the coming time and put about 80 land plots up for auction to call for investment projects in the period from now to 2030.
In particular, the city has prepared suitable land funds to call for investment and attract international investors to the Free Trade Zone and the International Financial Center. Accordingly, the Da Nang Free Trade Zone with 7 non-contiguous locations with a total area of 1,881 hectares is prioritized for land funds focused on high-tech development, innovation, smart international trade, integrating production zones, logistics, digital technology and innovation. The city prioritizes land funds with strategic locations on Vo Van Kiet Street, Vo Nguyen Giap (An Hai Ward), Nhu Nguyet Street (Hai Chau Ward)... to serve the implementation of the Da Nang International Financial Center.
Land exploitation goes hand in hand with urban development
To develop strongly and make a breakthrough, according to experts and businesses, along with preparing land funds to serve the call for investment in projects in the Free Trade Zone and the Da Nang International Financial Center, the city needs to plan and prepare land funds to develop urban areas in the direction of public transport (TOD) to take advantage of and exploit resources to the maximum according to the National Assembly's special mechanisms and policies for Da Nang. At the same time, assign responsibility to investors who win land auctions in investing in social infrastructure, parks... to improve the quality of life of people, tourists and environmental quality.

Associate Professor, Dr. Nguyen Huu Ngu, Head of the Department of Land Resources and Agricultural Environment, University of Agriculture and Forestry - Hue University, believes that urban development in the direction of public transport will be a huge source of capital for Da Nang city in the coming time, because the city will retain 100% of the revenue from land exploitation. The city needs to plan and exploit land funds to develop urban areas, residential areas, commercial and service centers around public transport hubs. At the same time, it is necessary to apply the method of electronic land auction, multi-criteria associated with the commitments of the winning unit to aim at economic, social, cultural, life, environmental goals...
Sharing the same view, Mr. Tran Phu Thien, Deputy Business Director of SUN Property Company (under SUN Group Corporation) said that the city needs to perfect the public land auction mechanism in the direction of openness, competition and linked to the socio-economic development obligations of investors. At the same time, there should be a mechanism to monitor and periodically evaluate the effectiveness of public land use every year, thereby adjusting policies according to practice, ensuring that land resources are exploited in the right direction, effectively and sustainably.

According to the Da Nang City Land Fund Development Center, the city will arrange and restructure the land fund in a modern and synchronous direction, creating development momentum. Accordingly, many small and fragmented land plots need to be merged into large land plots to facilitate calling for investment in large-scale projects. Land funds also need to be prioritized for arranging technical infrastructure and public services, creating a foundation for more sustainable, optimal and effective urban development. In addition, land use indicators as well as feasible auction mechanisms need to be adjusted to attract many suitable investment projects, meeting the city's development requirements.
