Chairman of the Da Nang City People's Council Nguyen Duc Dung delivered a speech at the session.

A year of overcoming challenges and developing in a new environment.

Chairman of the Da Nang City People's Council, Nguyen Duc Dung, stated that in 2025, within the new development space after the merger, implementing the two-tiered local government model presented many difficulties and challenges, but the political system and all the people of the city have made efforts and are determined to strive to achieve new progress.

The city has focused on implementing a comprehensive set of policies and solutions, emphasizing institutional reform, improving the investment environment, developing strategic infrastructure, and leveraging science, technology , and innovation as drivers of growth.

Notably, Da Nang actively advised the Government to submit to the National Assembly amendments and additions to Resolution No. 136, proposing superior and unique mechanisms and policies for the Da Nang Free Trade Zone; implemented Resolution No. 222 on putting the Vietnam International Finance Center in Da Nang into operation; and simultaneously issued documents guiding the development of the city into a free trade center, an international finance center, an industrial and logistics center, a center for innovative startups, and a center for training high-quality human resources.

Many major projects were launched, and the economy flourished.

In addition, infrastructure continues to receive investment, with a focus on the Lien Chieu port area; upgrading the terminals of Da Nang International Airport and the cargo terminal area of Chu Lai Airport; dredging projects on the Co Co and Truong Giang rivers; upgrading National Highway 14G and National Highway 14B, expanding National Highway 14D, forming the East-West Economic Corridor 2, and many other important projects…

As a result, the city's economy continues to maintain its growth momentum. GRDP in 2025 is estimated at 9.18%. State budget revenue is estimated at 59.5 trillion VND, equivalent to 117.4% of the allocated budget and 108% compared to the same period in 2024; of which domestic revenue reached over 52 trillion VND.

The tourism service sector continues to grow. In 2025, the number of guests is estimated to reach over 17.3 million, an increase of 15%, including over 7.6 million international guests, an increase of 25%, and nearly 9.7 million domestic guests, an increase of 8%; revenue from accommodation, food and beverage, and travel is estimated to reach nearly 60 trillion VND, an increase of 21% compared to the same period.

The cultural, social, and social welfare sectors received comprehensive attention. The city achieved 100% of its target for eliminating temporary and dilapidated houses, with 12,301 houses newly built or renovated; the lives of policy beneficiary families and those who have contributed to the revolution continued to be carefully cared for…

Besides the achievements, the Chairman of the City People's Council frankly acknowledged that Da Nang is still facing many difficulties and challenges: Some tasks have not met the targets set in the resolution; the progress of implementing some key and strategic projects is still slow; infrastructure does not meet the requirements; administrative reform and the removal of difficulties and obstacles related to land, planning, and investment procedures still have limitations and shortcomings... The heavy rains and floods at the end of October and beginning of November caused severe damage to transportation infrastructure, irrigation, and production, significantly impacting people's lives.

"The above situation requires delegates attending the session to comprehensively analyze and evaluate the results of 2025, propose synchronized and decisive solutions, focusing on promptly addressing immediate issues while creating a solid foundation for the city's medium-term and long-term development goals," the Chairman of the City People's Council stated.

Urgently implement the "Quang Trung Campaign"

Speaking at the session, City Party Secretary Le Ngoc Quang emphasized that 2026 is the first year of the first term of the City Party Congress, a time for the city to affirm its determination to innovate, improve governance capacity, promote the two-tiered local government model, and spread the spirit of innovation and the aspiration for development.

The City Party Secretary requested the City People's Council to focus on analyzing and realistically evaluating the results of 2025; clearly identifying shortcomings, limitations, and their causes; and accurately forecasting factors impacting 2026 and the subsequent period. From there, they should formulate practical, feasible, and groundbreaking policies to successfully implement the City Party Committee's Resolution for 2026 and the City Party Congress Resolution for the 2025-2030 term.

The City Party Secretary noted that from now until the Lunar New Year of the Horse 2026, all levels and sectors should pay special attention to social welfare work; focusing on effectively implementing the "Quang Trung Campaign" to rapidly build new houses and repair existing ones for households damaged by storms and floods, so that every family has a safe and warm roof over their heads when Tet comes and spring arrives.
