Granting authority to approve investment policies paves the way for the development of offshore wind power.

(Chinhphu.vn) - The Resolution stipulates that the Prime Minister has the authority to approve investment policies and select investors for offshore wind power projects in the 2025-2030 period without having to auction land use rights or tender for investor selection.

Minister of Industry and Trade Nguyen Hong Dien presented the report on the acceptance and explanation of the draft resolution.

On the morning of December 11th, the National Assembly voted to approve the Resolution on mechanisms and policies for national energy development for the period 2026-2030 with 424 out of 436 delegates voting in favor, reaching 89.64%.

The resolution, comprising 16 articles, lays an important foundation for the development of sustainable energy, ensuring energy security and meeting economic growth targets in the new period.

Refine the resolution in a way that is flexible, stable, and consistent with the planning.

Before the vote, Minister of Industry and Trade Nguyen Hong Dien presented a report on the acceptance and explanation of the draft resolution. Accordingly, the drafting agency had closely coordinated with the National Assembly's agencies, incorporating as many valid opinions from delegates as possible to finalize the resolution.

One of the key points is to adjust the resolution's title according to the conclusions of the National Assembly Standing Committee and clearly define the mechanism for updating the plan to suit practical requirements without changing major orientations or increasing the total power generation capacity already determined in the national plan.

The resolution stipulates that the Prime Minister has the authority to approve investment policies and select investors for offshore wind power projects in the 2025-2030 period without having to auction land use rights or tender for investor selection.

From 2031-2035, the Chairman of the Provincial People's Committee will be delegated this authority, creating greater autonomy and flexibility for coastal localities.

The resolution also expands the scope of participants in the Direct Power Purchase Agreement (DPPA), allowing electricity retailers to participate, in order to promote a competitive electricity market and accelerate the transition to clean energy.

Improving the management mechanism for offshore wind power and small module nuclear power projects.

The drafting agency has adjusted the content to delegate to the Government the authority to regulate detailed technical issues such as: the financial capacity requirements for enterprises proposing offshore wind power projects; the mechanism for developing small-module nuclear power; handling survey costs; the procedures for receiving and processing applications; and situations arising during implementation. These contents are highly specific, requiring flexible application according to practical realities and in line with new technologies.

To ensure the resolution is implemented immediately upon its adoption, the Government will issue comprehensive guiding documents, guaranteeing consistency, clarity, and feasibility. Ministries, sectors, and localities will promptly organize implementation to address difficulties for power projects, especially regarding power generation and transmission, while simultaneously promoting the completion of the electricity market, attracting private and foreign investment, and enhancing transparency and oversight of the implementation process.

The resolution emphasizes key tasks for the 2026-2030 period: ensuring energy security, meeting the needs of double-digit economic growth, and contributing to achieving carbon neutrality by 2050. The government will also proactively report to competent authorities on emerging issues and propose additional solutions as needed.

The draft resolution has been finalized to ensure consistency and uniformity with the legal system and to align with the spirit of Resolutions 66, 68, and 70 of the Politburo. The adoption of this resolution demonstrates the determination of the National Assembly and the Government to build a solid legal foundation for the national energy development strategy, aiming towards a green, clean, and sustainable energy structure in the coming period.
