
During the phone call, Prime Minister Pham Minh Chinh affirmed that the Russian Federation and the former Soviet Union had made significant contributions to the development of Vietnam's energy sector, including nuclear energy for peaceful purposes; helping to train many generations of leading scientists and experts, laying an important foundation for the development of Vietnam's nuclear energy sector as it is today.
The Prime Minister affirmed that Vietnam has always valued its comprehensive strategic partnership with the Russian Federation, considering Russia one of its top priority partners.
The Vietnamese people will always remember the heartfelt support and assistance that the fraternal Russian people gave to Vietnam in the struggle for national liberation and reunification in the past, and in the current process of national construction and development.
In that spirit, Vietnam wishes to continue substantive and effective cooperation with Russia in all fields, including nuclear energy, for peaceful purposes, for the common benefit of both nations, and for peace, stability, and development in the region and the world.

Prime Minister Pham Minh Chinh highly appreciated the active exchanges between the two sides at all levels, including the highest level. The Prime Minister has had meetings with the President and Prime Minister of the Russian Federation. Both sides affirmed their determination to promote cooperation and ensure the early implementation of projects to practically serve Vietnam's development needs during this important period.
Inviting Director General Alexey Likhachev to visit Vietnam again soon and conveying his greetings and best wishes for Christmas and New Year to the President and Prime Minister of the Russian Federation, Prime Minister Pham Minh Chinh requested Rosatom to actively cooperate and support Vietnam in developing its nuclear energy sector for peaceful purposes.
Rosatom CEO Alexey Likhachev thanked Vietnam in general and the Prime Minister in particular for trusting and choosing Russia as a partner in the development of the nuclear energy industry.
As a leading nuclear energy corporation with a long history of cooperation with Vietnam, Rosatom is committed to promoting cooperation with Vietnam to realize high-level agreements between the two countries. In particular, it is ready to cooperate with Vietnam in building nuclear power plants, as well as constructing new, modern nuclear centers.

In a spirit of sincerity, goodwill, and urgency, during the telephone conversation, Prime Minister Pham Minh Chinh and the Director General of Rosatom discussed several specific issues related to the development of Vietnam's nuclear energy industry. They agreed to direct relevant agencies from both sides to continue refining specific programs, projects, and agreements to facilitate early signing and implementation, guided by the principle of "harmonious benefits and shared risks."
Prime Minister Pham Minh Chinh requested Rosatom Corporation to continue supporting Vietnam in building and developing nuclear research centers; training human resources and state management in the field of atomic energy; and cooperating with Vietnam in other important atomic energy fields serving the public, such as nuclear medicine and radiation therapy.
Expressing strong agreement with Prime Minister Pham Minh Chinh's opinion, General Director Alexey Likhachev stated that Rosatom will transfer technology; localize nuclear products for Vietnam; and support Vietnam in developing its nuclear science and industry... to utilize nuclear energy for peaceful purposes and socio-economic development in Vietnam.
Immediately, Rosaton Group will send a delegation to Vietnam to work directly with the Vietnamese side to promptly implement the cooperation contents as instructed by the Prime Minister.
