
First and foremost, Quang Ninh maintains a key role in ensuring the coal supply. As the largest coal production center in the country, the Provincial People's Committee has actively reported and proposed to the Government to direct central ministries and agencies to expedite the assessment and licensing of mineral exploitation activities and environmental protection procedures. The goal is to create a timely legal basis for coal industry units to proactively improve production capacity and ensure the completion of coal mining targets as planned. Thanks to the province's decisive efforts, 38 out of 58 requests from the coal industry have been resolved, mainly concerning land procedures, investment policies, and detailed planning. In particular, all 11/11 applications for licenses and extensions of licenses for investment in the construction of mining and mineral processing industrial facilities have been quickly assessed and processed by the province's specialized agencies, creating an important foundation and unlocking resources for the coal industry to accelerate production and make a positive contribution to ensuring national energy security in 2025 and the following years.
Alongside strengthening its coal base, Quang Ninh province is also focusing on its petroleum storage and supply infrastructure. Currently, the province possesses a large system of main petroleum depots and commercial depots with a total capacity of 336,950 m3 across 5 main depots. The retail distribution system is scientifically organized with 178 stores (139 on land, 39 at sea) owned by 80 traders, ensuring full satisfaction of consumption needs both within and outside the province. Towards a long-term strategic goal, according to the National Petroleum and Gas Storage and Supply Infrastructure Plan, Quang Ninh is planned to build 5 new petroleum storage facilities. Of these, the Yen Hung oil and gas storage project with a capacity of 96,000 m3 in the Bac Tien Phong Industrial Park is currently undergoing investment preparation procedures and is expected to be operational in the first quarter of 2027, while the remaining four oil and gas storage projects are being actively pursued by the province to attract investment, affirming their role as important nodes in the energy reserve system of Northern Vietnam.
Taking a strategic step forward, Quang Ninh is focusing all its resources on anticipating the energy transition trend by strongly promoting clean power generation projects and grid infrastructure. The Quang Ninh LNG power plant project is the focal point, with its feasibility study already approved and land clearance work being carried out expeditiously. The first phase of land (25.4 hectares) has been handed over to the investor, and the second phase (15.7 hectares) is expected to be completed and handed over in December 2025. This thorough preparation is the foundation for the project to officially commence construction, scheduled for December 19, 2025, creating a clean, stable power source that will play a significant role in the region's energy structure.
Along with gas-fired power, the province is also actively promoting the development of renewable energy. Clean energy projects are being implemented simultaneously, including the Dam Ha Solar Power project, which is completing the final procedures to prepare for groundbreaking on December 19, 2025. In addition, the waste-to-energy plant project in Thong Nhat commune has selected an investor and is undergoing detailed planning adjustments. The wind power sector is also receiving special attention, with the implementation of investment steps for projects in Binh Lieu, Tien Yen, and Mong Cai (formerly), as well as wind power projects named Quang Ninh 2, 3, 4, and 5. To create a solid legal basis for these projects, the province has made localized adjustments to the general planning for the Hai Ha district and is actively developing and adjusting general planning for economic zones, districts, and related urban and rural planning projects.
All new and existing power sources require the synchronization of the transmission grid to ensure stable and efficient operation. Therefore, investment in the construction of 220kV and 110kV power grid projects is a top priority, aiming to enhance the power supply capacity for key economic and industrial zones. Important projects currently underway include the Nam Hoa 220kV Substation, the Yen Hung - Nam Hoa 220kV Transmission Line (which supplies power to the Bac Tien Phong, Nam Tien Phong, Dam Nha Mac Industrial Parks and surrounding loads), along with 110kV substations in Hung Thang, Hoanh Bo, Dong Trieu 2, Texhong Hai Ha 2, and Nam Hoa.
These efforts are not merely about project implementation, but also demonstrate Quang Ninh province's determination to seriously and effectively carry out national energy strategic tasks. By removing administrative barriers and boosting investment attraction, the province is firmly consolidating its role as an energy hub, creating strong momentum and an attractive investment environment, promoting sustainable economic growth for the entire northern region.
