The Hai Phong Free Trade Zone covers an area of ​​6,292 hectares and is strategically located in three non-contiguous areas.

Comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee and Vice Chairman of the City People's Committee, delivered a speech at the conference.

On the morning of December 11th, at the City Convention and Performance Center, the People's Committee of Hai Phong City directed the Hai Phong Economic Zone Management Board to coordinate with the Foreign Investment Agency ( Ministry of Finance ) to organize a conference on investment potential and opportunities with the theme "Hai Phong Free Trade Zone – A Destination for a New Era".

Attending the conference were members of the Standing Committee of the City Party Committee: Le Trung Kien, Vice Chairman of the City People's Committee; and Pham Van Thep, Head of the Hai Phong Economic Zone Management Board.

Nearly 150 delegates attended the conference, including representatives from the Foreign Investment Agency, city departments and agencies, diplomatic missions, international business associations, economic experts, industrial park infrastructure developers, and many large domestic and international businesses.

Speaking at the conference, Comrade Le Trung Kien, Vice Chairman of the City People's Committee, affirmed that the establishment of the Free Trade Zone is not only a source of pride but also a great responsibility entrusted to the city by the Central Government.

This is the first free trade zone model in Northern Vietnam, built on successful global experiences combined with the practical realities and unique advantages of Hai Phong city.

Assessing the Free Trade Zone as a growth engine for the coming years, Comrade Le Trung Kien stated that it creates a favorable legal framework for the smoothest flow of goods, helping businesses solve the problem of global supply chains.

Instead of relying solely on tax incentives, Hai Phong city is committed to creating an investment environment with streamlined administrative procedures and guaranteed investor rights through superior policies approved by the National Assembly and the City People's Council.

The city will soon unify and streamline mechanisms and policies; accelerate digitalization; implement many innovative programs in 2026; and continue to strongly transform from an administrative management mindset to a "proactive and service-oriented government" mindset.

Hai Phong is committed to supporting businesses, proactively addressing difficulties, and creating a transparent and internationally standardized investment environment, thereby aiming to attract 4-5 billion USD in investment capital annually. At the same time, it always welcomes high-quality investors to cooperate and "continue writing success stories," contributing to the strong development of the city and the country.

The conference provided information on the city's strong development in recent times, as well as information on specific mechanisms and policies under Resolution 226/2025 of the National Assembly, especially the Free Trade Zone model and the applicable preferential policies.

With the overarching theme of the free trade zone, the conference announced and introduced to the business community the potential, planning, and development orientation of the zone; clarifying the outstanding preferential mechanisms regarding taxes, land, administrative procedures, and human resources.

Simultaneously, it creates a forum for direct exchange between experts, investors, and the government to build a transparent, favorable, and efficient business environment.

The Hai Phong Free Trade Zone covers an area of ​​6,292 hectares and has been strategically located by the city in three separate, non-contiguous locations, connected to two key economic zones: the Dinh Vu - Cat Hai Economic Zone and the Southern Hai Phong Coastal Economic Zone.

The spatial allocation aims to maximize the potential and advantages of existing and planned infrastructure, as well as transportation infrastructure, creating a flexible, efficient, and highly adaptable overall free trade zone.
