Campaign to enrich and clean up the national land database: Enhancing information transparency.

Over 90 days of implementation, the campaign to enrich and clean up the national land database has made land information more transparent and helped increase people's satisfaction.

On the afternoon of December 11th, the Ministry of Agriculture and Environment and the Ministry of Public Security held an online conference to summarize and evaluate the results of implementing Plan No. 515/KH-BCA-BNNMT dated August 31, 2025, on the implementation of the campaign to enrich and clean up the national land database.

Nearly 62,000,000 land parcels had their data cleaned.

On August 31, 2025, the Ministry of Public Security and the Ministry of Agriculture and Environment issued Plan No. 515/KH-BCA-BNNMT to implement the campaign to enrich and clean up the national land database.

Over the years, the construction of land databases in provinces and cities has been carried out in various phases, and has basically achieved certain results. However, the data has been built and refined over different periods according to different regulations, and has not been regularly updated, upgraded, or converted to comply with regulations.

Implemented nationwide over a 90-day period (from September 1st to November 30th, 2025), Plan 515 aims to create a foundation for the development of e-government and tools for state management of land, serving the direction and operation of all levels and sectors in a transparent, efficient, and accountable manner; improving the quality of public service delivery, reforming and resolving administrative procedures related to land in an electronic environment. Simultaneously, it aims to connect, share, and synchronize the national land database to effectively exploit and utilize digital resources and data.

Despite being implemented under very tight deadlines, with a massive workload and numerous challenges, the campaign achieved positive results: developing supporting documents, tools, and guidelines, and providing training for localities to organize implementation; classifying, enriching, and cleaning the land database, with 61,720,606 land parcels reviewed, updated with accurate and complete information, and data cleaned. Creating land and housing data for 5,691,969 land and housing certificates; verifying citizen identification information of land users and property owners against the national population database and synchronizing the land database.

Increase public satisfaction in the land sector.

In Nghe An province, although the 12 former district-level units have had their land databases built and the database quality is quite good, the number of "correct - complete - clean - viable - unified - shared" land parcels is still not high, and the number of land parcels needing improvement and cleaning remains significant. Through the campaign to improve and clean the land database, 1,165,296 land parcels have been synchronized with the national land database; the total number of land parcels that are complete, correct, clean, and viable has increased by 260,672; and the province has also created 105,688 new land parcel data into the provincial-level database system. This result has helped the province improve the efficiency of state management of land and shorten the time for processing administrative procedures by 20-50% compared to before.

At the same time, it increases transparency of land information, reduces paperwork and costs for people and businesses. The land database also helps support the province in making decisions in socio-economic planning and development, increases the effectiveness of inter-sectoral coordination, and limits errors and reduces risks in updating records.

In particular, the land database contributes to strengthening supervision and preventing corruption, improving citizen satisfaction, and contributing to the development of digital government and smart cities, helping localities move closer to a modern management model, intelligent governance, and sustainable development.

At the conference, Nghe An province had 5 collectives and 7 individuals awarded Certificates of Commendation for their outstanding achievements in implementing Plan 515/KH-BCA-BNNMT.
