Urgently complete the campaign to enrich and clean up the National Land Database

On the morning of September 18, Comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, chaired a meeting with relevant departments, branches and units to grasp the situation and direct the implementation of the campaign to enrich and clean up the National Land Database according to Plan No. 515/KH-BCA-BNNMT dated August 20, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment.

Comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, chaired the meeting to deploy the campaign to enrich and clean up the National Land Database.

The campaign to enrich and clean up the National Land Database according to Plan No. 515/KH-BCA-BNNMT dated August 20, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment will be deployed throughout the province from now until the end of November 2025. The goal is to create a foundation for developing e-Government and tools for state management of land, serving the direction and administration of all levels and sectors in a transparent, effective and accountable manner; improving the quality of public services on land; reforming and resolving administrative procedures on land for people and businesses in the electronic environment. The campaign's implementation will help the National Land Database to be connected, shared and synchronized with the National Database and the Databases of sectors to operate smoothly between agencies in the political system in order to exploit and effectively use digital resources and digital data.

At the meeting, after listening to a quick report on the planning work, the initial results of the campaign implemented by the Department of Agriculture and Environment and the opinions of relevant departments, branches and units, comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, requested departments, branches and localities to closely follow the plan, urgently implement the campaign to enrich and clean the national database on land for all 3 groups: The group that has built a database, the data being used must ensure "correct - sufficient - clean - alive", the group that has built a database but the data needs to be correct, sufficient, supplemented and authenticated with information of land users, owners of assets attached to land and the group that has built a database but the data cannot be used, needs to be rebuilt. The implementation must be carried out in parallel, synchronously and regularly between cleaning existing data and collecting and supplementing new data; Strive to do everything thoroughly and accurately to complete the campaign's requirements and targets.

The Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment of the province to preside over and coordinate with the Provincial Police to quickly complete the issuance of documents, propaganda manuals, and training on the use of database software to ensure that data is converted uniformly according to the 2-level local government model. The entry of new data according to data fields must ensure consistency and synchronization with data fields in the National Population Database of the Ministry of Public Security and the multi-purpose land information system (MPLIS) being developed by the Ministry of Agriculture and Environment .

Representatives of leaders of relevant departments, branches and units spoke and contributed opinions at the meeting.

During the implementation process, it is necessary to promote the role of propaganda and dissemination work, helping people understand the purpose and meaning of the campaign, rights, obligations and responsibilities in providing land data; raise awareness, consciousness and mobilize people's consensus in collecting data on land use right certificates; prevent fraud, ensure information safety and security, ensure data confidentiality, and absolutely not disclose personal information during the process of collecting and cleaning data.

The Vice Chairman of the Provincial People's Committee requested departments, branches, localities and software development units to coordinate closely based on their functions and tasks, prepare and arrange adequate human resources, technical infrastructure, hardware, software and funding to carry out assigned tasks, ensuring clear identification of people, work, responsibilities, time and results. Maintain a reporting regime, update regularly and continuously on a daily basis to grasp progress and promptly resolve difficulties and problems.
