Hiep Hoa Ward was established by merging Cong Hoa Ward, Hiep Hoa Commune, and Song Khoai Commune. It covers a total area of 35.83 km2, with a population of 33,381 people and a total of over 61,000 land plots.
Currently, land database management in Hiep Hoa ward has made significant progress in digitizing information, but there are still many limitations, such as outdated data, inconsistent information, and cadastral records existing in both paper and digital formats, causing overlaps, inaccuracies, and difficulties in management. This situation directly affects the process of handling administrative procedures for citizens, especially in the registration and issuance of initial land use right certificates.

Furthermore, the current digitized data does not meet the government 's requirements of being "accurate, complete, clean, active, consistent, and shared," causing many difficulties in verifying land user information and prolonging the processing time for applications.
Therefore, the implementation of the campaign to enrich and clean up the national land database will be a breakthrough in enriching the data system, moving towards a modern, transparent digital management system, supporting citizens and businesses when carrying out administrative procedures related to land in the ward in the future.
With over 33,000 households, Hiep Hoa Ward faced numerous challenges in implementing the campaign due to the large volume of documents and paperwork. Following the province's directive on a 90-day intensive campaign to build, enrich, and clean up the national land database, Hiep Hoa Ward mobilized officials and specialized departments to coordinate with neighborhood groups and residential areas, actively participating in a comprehensive and decisive implementation.

To build consensus among organizations and residents, and to expedite implementation, Hiep Hoa ward established a review task force headed by the Vice Chairman of the Ward People's Committee, with heads of departments, the Ward Police Chief, and neighborhood leaders as members. Weekly meetings are held to review progress and promptly address difficulties and obstacles encountered during implementation.
The ward also intensified its propaganda efforts through various forms such as neighborhood meetings, radio broadcasts, mass media, and on the ward's official Zalo and Facebook channels. Neighborhood groups and residential areas were given specific instructions on photocopying land ownership certificates and identity cards to facilitate land data collection. Simultaneously, the ward mobilized the maximum number of land administration officials, youth union members, and working groups to directly assist in data entry, file review, and information updating in residential areas.
In addition, intensive training sessions were organized for officials participating in the campaign, focusing on software usage skills, handling complex situations, and communication skills with the public. Task forces were divided into smaller groups according to each neighborhood and residential area to ensure that no cases were overlooked. Thanks to this decisive effort, by October 18, 2025, the ward had collected nearly 4,000 sets of documents (land use right certificates and citizen identification cards).
Mr. Dang Quoc Chung, Chairman of the People's Committee of Hiep Hoa Ward, said: "The ward will continue to promote awareness among all people through the public address system and official fanpages; mobilize the entire political system, invest in equipment, and mobilize officials and employees to work day and night, determined to complete the 90-day campaign to enrich and clean up the land database, contributing to the province's overall task."
