
In the task of building a database to serve comprehensive digital transformation, up to now, Quang Ninh province has completed connecting 32 specialized databases with the national data system to serve management and operation activities; connecting databases and information systems of ministries, branches, EMC systems... with the province's information systems to serve sending and receiving documents and handling administrative procedures. Currently, the province has also completed the establishment of the e-Government System and formed a shared electronic document database at the district level so that new administrative units can look up and exploit according to the 2-level government model, serving work seamlessly, smoothly and without interruption. Communes, wards and special zones basically meet the IT infrastructure to operate the data system. At the same time, ensure infrastructure, transmission lines, and equipment to serve people and officials at the Public Administration Service Centers.
Along with that, digital transformation and information technology application tasks are deployed to ensure progress. The province also regularly organizes peak periods to edit and digitize documents, perfect the information system for handling administrative procedures and enhance the effective provision of online public services.
Given the achievements in building and using database systems in the operation of the administrative apparatus, the requirement to ensure network security and information security for the system has become more urgent. Implementing the regulations of the Central Government and the direction of the province on ensuring connectivity, synchronization, and state secrets in the digital transformation activities of the political system, the Department of Science and Technology has assigned the Department of Technology Management and Digital Transformation and the Center for Information Technology and Communications to deploy many synchronous solutions. In particular, the Center for Information Technology and Communications has been reviewing and evaluating the current status of technical infrastructure, platforms, and information systems at the Provincial Data Integration Center (IDC) to determine the content that needs to be upgraded, replaced, and supplemented to meet the requirements of connecting to the National Data Center. Accordingly, clearly identifying the key information systems and databases that will be transferred to the National Data Center and the systems that will continue to be maintained at the Provincial IDC; develop a plan to ensure safety and stable operations after conversion.
At the same time, the province is also quickly and making efforts to deploy the provincial Cyber Security Control Center (SOC). Currently, the Provincial Police are completing a report to submit to the Provincial Party Committee and Provincial People's Committee for approval of the investment policy for the Quang Ninh Provincial Cyber Security Center project, and reporting to the Ministry of Public Security for approval. The Provincial Police and related departments, branches, sectors and localities are also coordinating with the National Cyber Security Center to install equipment and deploy technical solutions to support monitoring and coordinating incident response to the province's level 3 critical information systems at the Provincial Party Committee and the Provincial Data Integration Center.

Identifying the quality of human resources as one of the most important factors for deploying and operating the digital transformation system, the province and its departments, branches and functional units have focused on, cared about, and actively built, issued, and organized the implementation of training programs for civil servants and public employees in knowledge of science, technology, innovation, digital skills, and basic digital technology to serve national digital transformation. Since the beginning of the year, the whole province has organized 1 master's class in IT - specializing in network information security; 1 training class abroad on "digital transformation and energy"; 1 training class on job position skills specializing in artificial intelligence and network information security. Agencies and units in the whole province have also proactively organized 14 training classes for about 600 students to improve their knowledge, qualifications, and digital skills.
In addition, the province continues to send civil servants to participate in training and fostering programs abroad to improve the quality and skills of public service performance, meeting the requirements of integration and development. At the same time, review, develop and apply policies to attract, recruit and reward human resources in science and technology, innovation and digital transformation; specialized forces to ensure network safety and security working in state agencies, ensuring sufficient quantity and quality, suitable to the specific characteristics of fields, regions and areas. Recently, the Provincial People's Council also passed Resolution No. 57/2025/NQ-HDND dated July 17, 2025 regulating policies to attract and support human resources in science and technology, innovation and digital transformation in agencies of the political system of Quang Ninh province in the period of 2025-2030, demonstrating determination in ensuring high-quality human resources to serve digital transformation activities in the operations of the province's state administrative apparatus.
