In recent times, the Judiciary has achieved many outstanding results, focusing on administrative procedure reform, digital transformation and civil judgment enforcement.

On the afternoon of October 27, the Ministry of Justice held a regular press conference for the third quarter of 2025. Chief of Office, Spokesperson of the Ministry of Justice, Mr. Do Xuan Quy said that in the third quarter of 2025, the judicial work will continue to be deployed drastically and comprehensively, closely following the 2025 direction and management motto of the Government and Prime Minister, focusing on concretizing laws, resolutions, conclusions and directions of the Party Central Committee, Politburo, Secretariat, National Assembly, Government and Prime Minister.

Regarding administrative reform (AR), the Ministry of Justice has submitted to the Prime Minister for approval a plan to reduce and simplify administrative procedures related to production and business activities and administrative procedures regardless of administrative boundaries. At the same time, promoting the provision of online public services (14 AD procedures on the Ministry of Justice's Public Service Portal, all integrated with the National Public Service Portal).

Recently, Minister of Justice Nguyen Hai Ninh urgently organized a review and proposed to reduce and simplify administrative procedures at the provincial and communal levels nationwide according to the conclusion of General Secretary To Lam , aiming to switch to electronic data processing.

Regarding the application of information technology and digital transformation, the Ministry of Justice has developed the Project "Building a large database of laws" and the Project "Application of artificial intelligence (AI) in the work of building, checking and reviewing legal documents". At the same time, it has completed the connection of the Civil Judgment Enforcement System (CJES) with the VNeID application and sent CJES notifications on the VNeID application...

In the work of law making and enforcement, the Ministry of Justice focuses on advising on the effective implementation of law making work, focusing on proposing to the Government on the 2026 Legislative Program; completing draft laws expected to be submitted to the National Assembly at the 10th Session, including: Law on Judicial Expertise (amended), Law on Judicial Assistance in Civil Matters, Law on Civil Judgment Enforcement (amended).

In particular, in its role as the Standing Agency of the Steering Committee for reviewing and organizing the handling of difficulties in the legal system, the Ministry of Justice has carried out a review to remove difficulties and obstacles caused by legal regulations under the direction of General Secretary To Lam.

Regarding civil judgment enforcement, the Ministry of Justice has completed the implementation of the Project to reorganize the THADS system in the direction of streamlining, specialization and modernization. From October 1, 2024 to September 30, 2025, the THADS agency has completed 577,876 cases (an increase of 0.4% compared to 2024), reaching 84.25%; completed over VND 150,000 billion (an increase of more than VND 30,000 billion, 4.67% compared to 2024), reaching 56.13%. THADS agencies have exceeded the targets in terms of work and money.

Emphasizing the key tasks in the fourth quarter of 2025, Mr. Do Xuan Quy said that the Ministry of Justice will continue to thoroughly grasp and effectively implement Resolution No. 66-NQ/TW of the Politburo and the directions of the Central Committee and the Government. Strive to complete and submit to competent authorities the Summary Report on the legislative program for the XV term and propose legislative tasks for the XVI term, along with the Project "Improving the structure of the Vietnamese legal system".

In the last months of the year, the Ministry of Justice continued to perform well its tasks as the Standing Agency of the Central Steering Committee on institutional and legal improvement; smoothly operated the Information System for receiving and processing feedback and recommendations on legal documents; upgraded and completed the National Legal Portal, ensuring the ability to look up, receive and process feedback and recommendations and provide smart legal support using artificial intelligence (AI). At the same time, continued to research and improve the organizational structure of the Ministry of Justice.
