Foreign Minister Le Hoai Trung holds bilateral meetings with countries

According to a VNA correspondent in Kuala Lumpur, on October 27, on the occasion of attending the 47th Association of Southeast Asian Nations (ASEAN) Summit and related summits held in Malaysia, Party Central Committee Secretary and Foreign Minister Le Hoai Trung met with Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn; Thai Foreign Minister Sihasak Phuangketkeow; Philippine Foreign Minister Maria Theresa Lazaro and Japanese Foreign Minister Motegi Toshimitsu.

At the meeting with Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn, Foreign Minister Le Hoai Trung sent his best wishes to Deputy Prime Minister and Minister Prak Sokhonn on the occasion of the 72nd anniversary of Cambodia's National Day (November 9, 1953 - November 9, 2025); thanked Cambodia for sending a delegation led by Deputy Prime Minister Sok Chenda Sophea to attend the signing ceremony of the United Nations Convention against Cybercrime in Hanoi (October 25-26).

Deputy Prime Minister and Minister Prak Sokhonn sent sincere congratulations to the Government and people of Vietnam on the great achievements gained after new reforms in socio-economic development; highly appreciated the wise leadership of the Communist Party of Vietnam and the close instructions of the Government, helping the country continue to maintain political stability, sustainable growth and increasingly affirm its important role in the region and the international arena.

The two sides reaffirmed the importance and priority given to consolidating and developing the good neighborly relations, traditional friendship, comprehensive cooperation, long-term sustainability between Vietnam and Cambodia and were pleased with the progress in the bilateral relations in recent times. In order to continue to consolidate the bilateral relations more effectively and practically, the two sides agreed to coordinate well in preparing for upcoming foreign affairs activities between the two Parties and the two States. Accordingly, the two sides affirmed to coordinate well in preparing for the 21st Meeting of the Vietnam - Cambodia Joint Committee on Economic, Cultural, Scientific and Technical Cooperation co-chaired by the Foreign Ministers of the two countries; focusing on creating breakthroughs in economic cooperation to bring bilateral trade turnover to 20 billion USD in the coming time, promoting increased connectivity in transport infrastructure and logistics between the two countries.

Discussing the recent global and regional situation, the two sides emphasized the importance of solidarity between Vietnam, Cambodia and Laos and ASEAN solidarity and consensus in the current context; agreed to continue to maintain consultation and exchange on strategic issues, actively contributing to building a united, self-reliant and strong ASEAN Community.

Minister Le Hoai Trung welcomed and congratulated Thailand and Cambodia on the signing of the Joint Statement between the two Prime Ministers on the results of the meeting in Kuala Lumpur on October 26 to peacefully resolve the border issue; highly appreciated the mediation and reconciliation efforts of the countries; believed that this Joint Statement would create a basis for a long-term peaceful solution and affirmed that Vietnam is ready to join ASEAN's joint efforts to support Cambodia and Thailand in fully and effectively implementing this Agreement.

On this occasion, Minister Le Hoai Trung asked the Cambodian side to facilitate investment activities and promote the export of goods between the two countries; pay attention to promoting the early completion of the demarcation and marker planting work on the Vietnam-Cambodia land border in order to build a peaceful, stable, cooperative and mutually developed border.

At the meeting between Foreign Minister Le Hoai Trung and Thai Foreign Minister Sihasak Phuangketkeow, Minister Sihasak Phuangketkeow affirmed that Vietnam is an important partner of Thailand in Southeast Asia and the Thai Ministry of Foreign Affairs will closely cooperate with the Vietnamese Ministry of Foreign Affairs to arrange and prepare well for visits and high-level bilateral contacts and activities in the coming time, contributing to further promoting the Vietnam - Thailand Comprehensive Strategic Partnership.

The two Ministers agreed to closely coordinate to implement specific and important results of the 4th Vietnam - Thailand Joint Cabinet Meeting; promote the early development of an Action Program to implement the Comprehensive Strategic Partnership for the 2026 - 2030 period with substantive cooperation contents between the two countries in the new period.

Assessing that economic, trade and investment cooperation continues to be a pillar in bilateral relations, the two sides affirmed their determination to soon bring bilateral trade turnover to the target of 25 billion USD in a balanced direction; agreed to closely coordinate in building and implementing the "Three Connectivity" Strategy. The two Ministers also affirmed their determination to promote cooperation in new areas with great potential, such as science - technology, innovation, digital transformation, digital economy, green economy, renewable energy, equitable energy transition, making positive contributions to the socio-economic development of each country.

On this occasion, the two sides also discussed a number of issues of mutual concern. Regarding the prevention of illegal, unreported and unregulated (IUU) fishing, the Thai Foreign Minister acknowledged Vietnam's efforts in this field in recent times and affirmed that Thailand is ready to strengthen coordination with Vietnam in joint exploitation and environmental protection activities at sea.

Welcoming and congratulating Thailand and Cambodia on the signing of the Joint Statement between the two Prime Ministers on the results of the meeting in Kuala Lumpur on October 26 to peacefully resolve the border issue between the two countries, Minister Le Hoai Trung affirmed that Vietnam is ready to actively contribute to ASEAN's joint efforts to support the two countries in implementing the agreement reached.

Discussing security cooperation, the two sides emphasized the importance of enhancing coordination and information exchange in the fight against terrorist and reactionary organizations; ensuring that no individual or organization is allowed to use the territory of one country to fight against the other.

The two Ministers agreed to continue to coordinate, consult and support each other at multilateral forums; strengthen solidarity and promote ASEAN's central role in regional and international issues; cooperate in developing the Mekong sub-region, manage and sustainably use Mekong River water resources; support peace, stability, security, safety, freedom of navigation and aviation in the East Sea on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

At the meeting with Philippine Foreign Minister Maria Theresa Lazaro, Foreign Minister Le Hoai Trung affirmed that Vietnam highly values ​​its relations with the Philippines and wishes to further promote cooperation between the two countries in all fields, especially cooperation between the two Foreign Ministries in the context of complicated developments in the world and regional situation.

For her part, agreeing with Minister Le Hoai Trung's proposal, Minister Maria Theresa Lazaro affirmed that the Philippines attaches importance to the Strategic Partnership with Vietnam and pledged that the Philippine Ministry of Foreign Affairs will closely cooperate with the Vietnamese Ministry of Foreign Affairs to promote high-level and all-level delegation exchanges in the coming time, contributing to further promoting bilateral relations between the two countries.

On this occasion, the two Ministers agreed to strengthen coordination and improve the effectiveness of cooperation mechanisms and agreements between the two countries such as the Joint Committee on Bilateral Cooperation; and to practically celebrate the 50th anniversary of diplomatic relations in 2026. The two sides also agreed to exploit areas with great potential in the relationship, including coordination to promote food security.

At the end of the meeting, Foreign Minister Le Hoai Trung sent an invitation to visit Vietnam to Philippine Foreign Minister Maria Theresa Lazaro.

Meeting with Japanese Foreign Minister Motegi Toshimitsu, Foreign Minister Le Hoai Trung sincerely thanked the Government and people of Japan for their timely support to Vietnamese localities to overcome the severe consequences of recent storms. Minister Le Hoai Trung congratulated Mr. Motegi on his appointment as Japanese Foreign Minister and believed that Mr. Motegi Toshimitsu will continue to make more contributions to Vietnam-Japan relations.

At the meeting, both sides expressed their delight that the Vietnam-Japan friendship and cooperation are developing well and comprehensively in all fields, with higher political trust and many substantial progresses.
Minister Le Hoai Trung suggested that the two countries' foreign ministries continue to closely coordinate to deepen the Vietnam-Japan comprehensive strategic partnership, promote the effective implementation of commitments and agreements between the two countries' senior leaders; increase the exchange of high-level delegations and all levels; improve the effectiveness of cooperation mechanisms between the two countries; and soon complete procedures to implement new-generation ODA loans.

Minister Le Hoai Trung also asked Japan to support Vietnam in the process of transforming its development model, strengthen cooperation in science and technology, and continue to create favorable conditions for the Vietnamese community living, studying and working in Japan.

The two sides agreed to strengthen coordination on regional and international issues of mutual concern and at multilateral forums. Minister Motegi Toshimitsu emphasized that Japan supports and is ready to assist Vietnam in successfully organizing APEC Year 2027. Minister Le Hoai Trung asked Japan to support Vietnam's candidate for the position of Judge of the International Tribunal for the Law of the Sea (ITLOS) for the 2026-2035 term.

Appreciating the cooperation proposals of Minister Le Hoai Trung, Minister Motegi affirmed that Japan always considers Vietnam an important partner in the region; the Japanese Ministry of Foreign Affairs is ready to maintain close coordination with the Vietnamese Ministry of Foreign Affairs in promoting Vietnam-Japan cooperation to continuously develop in depth, commensurate with the level of the Comprehensive Strategic Partnership.

On this occasion, Foreign Minister Le Hoai Trung invited Japanese Foreign Minister Motegi to visit Vietnam soon and co-chair the 13th meeting of the Vietnam - Japan Cooperation Committee. Minister Motegi expressed his gratitude and happily accepted the invitation.
