The Ministry of National Defense requested to focus on emergency response and overcoming flood consequences in the Central region.

The Ministry of National Defense has just issued urgent dispatch No. 6840/CD-BQP dated October 27, 2025 on focusing on emergency response and overcoming the consequences of heavy rains and floods in the Central region.

Implementing the Prime Minister's Official Dispatch No. 203/CD-TTg dated October 27, 2025 on focusing on emergency response and overcoming the consequences of heavy rain and floods in the Central region, to minimize damage to life and property of the State and people, the Ministry of National Defense requests military agencies and units to continue strictly implementing Official Dispatch No. 6702/CD-BQP dated October 22, 2025 on focusing on prevention, avoidance, and response to rain, floods, flash floods, landslides in the Central Central region; strictly maintain on-duty regime, proactively monitor and grasp the situation of rain and floods; mobilize the highest forces and means to promptly respond to situations that occur, ensuring the safety of barracks, warehouses and military bases.

In addition, agencies and units must inspect and promptly move units out of areas at high risk of landslides and unsafety; inspect and review plans and response options for key areas of natural disasters, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooding, and isolation; proactively help authorities and people evacuate households in dangerous areas to safe places; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities, low-lying areas to prevent unfortunate human losses, and ensure the safety of forces performing tasks.

The Ministry of National Defense requests the General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, to strengthen direction, urge, and inspect subordinate units to do a good job of responding to and overcoming consequences of rain, floods, flash floods, landslides; ensure safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve natural disaster response work; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond to and overcome consequences.

The Ministry of National Defense assigned Military Region 4 and Military Region 5 to coordinate with local Party committees and authorities to organize delegations to inspect, urge, and direct the implementation of response work to floods, inundation, flash floods, landslides in provinces and cities; proactively organize forces and means to join localities in overcoming the consequences of floods in the area; organize to reserve forces, means, food, and communications at key points at risk of being isolated to promptly and effectively handle situations without being passive or surprised.

The Vietnam Navy and Coast Guard directed their subordinate agencies and units to deploy safety measures; and prepare forces and means for search and rescue when requested by localities.

The Air Defense - Air Force and the 18th Army Corps are ready with forces and means to conduct search and rescue flights; transport food, provisions, and necessities to isolated areas upon order from the Ministry.

The 34th Corps, the Artillery - Missile Command and the military branches and corps review and supplement plans and options suitable to the actual situation, coordinate with local authorities where they are stationed and where they carry out missions, and prepare forces and means to participate in rescue when requested by the locality.

The Ministry of National Defense noted that the Information and Communications Corps and the Military Industry-Telecoms Group coordinate with relevant agencies and units to ensure information, communication, transmission lines and necessary conditions to serve the Government, the Prime Minister and the Ministry of National Defense in directing and operating civil defense.

The units shall implement and report to the Ministry of National Defense (through the Ministry's Command Headquarters and the Department of Rescue and Relief, General Staff) for the Ministry to monitor and direct.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, the flood on the Huong River (Hue City), Vu Gia-Thu Bon River (Da Nang City) is rising rapidly; rivers in Southern Quang Tri and Quang Ngai are rising. Water level at 2:00 p.m. on October 27, 2025: On the Bo River (Hue City) at Phu Oc station is 5.25 m, 0.75 m above alert level 3, equivalent to the historical flood in 2020 (5.24 m); on the Huong River (Hue City) at Kim Long station is 4.68 m, 1.18 m above alert level 3; on the Vu Gia River (Da Nang City) at Ai Nghia station is 9.61 m, 0.61 m above alert level 3; On Thu Bon River (Da Nang city) at Nong Son station is 17.58 m, above alarm level 3 is 2.58 m, at Cau Lau station is 4.25 m, above alarm level 3 is 0.25 m;

On Thach Han River (Quang Tri) at Thach Han station, it is 4.15 m, 0.35 m below alert level 2; on Tra Khuc River (Quang Ngai) at Tra Khuc station, it is 4.18 m, 0.68 m above alert level 1. It is forecasted that in the next 12 hours, floods on rivers in Hue city and Da Nang city will continue to rise rapidly; on Bo River at Phu Oc station, it will rise above the historical level in 2020 by 0.2 - 0.3 m; on Huong River at Kim Long station, Vu Gia River at Ai Nghia station, Thu Bon River at Cau Lau station will continue to rise and be above alert level 3 by 0.6 - 1.3 m. Floods on Tra Khuc River will continue to rise and be below alert level 3.
