Temporary adjustment of traffic organization plan on Noi Bai - Lao Cai highway

The Vietnam Road Administration (Ministry of Construction) has just issued a decision approving temporary adjustments and supplements to the traffic organization plan, lane division, and speed regulations on the Noi Bai - Lao Cai expressway.

Specifically, the Vietnam Road Administration (VRA) approved the temporary adjustment and supplementation of the traffic organization plan for lane allocation and speed limits on the Noi Bai - Lao Cai expressway, which was approved in Decision No. 3523/QD-BGTVT dated September 18, 2007, of the Ministry of Transport (now the Ministry of Construction ) on approving the traffic organization plan for the Noi Bai - Lao Cai expressway, and Decision No. 255/QD-CDBVN dated April 4, 2025, of the VRA on approving the traffic organization plan for the IC.13 interchange on the Noi Bai - Lao Cai expressway, part of the investment project for the construction of the IC.13 interchange on the Noi Bai - Lao Cai expressway.

The main adjustments and additions include: Amending and supplementing point a, clause 3, Chapter III, Part II, section from Km0+00 - Km123+080 as follows: Lane 1 maximum permitted speed 100 km/h, minimum permitted speed 80 km/h; Lane 2 maximum permitted speed 100 km/h, minimum permitted speed 60 km/h.

Amend and supplement point b, clause 3, Chapter III, Part II regarding the location of the National Highway (QL)2 underpass (Km0+080 - Km0+840), the Red River overpass (Km76+600-Km78+640) and the Lo River overpass (Km47+350 - Km48+550) as follows: Lane 1 maximum permitted speed 80 km/h, minimum permitted speed 60 km/h; Lane 2 maximum permitted speed 80 km/h, minimum permitted speed 60 km/h.

Amend and supplement the Noi Bai - Yen Bai section (section from Km0+00 - Km123+080), Clause 1.1, Item 1, Chapter IV, Part II as follows: Lane 1 prohibits trucks with a total weight exceeding 7,500 kg (including general trucks, except single-cab pickup trucks, double-cab pickup trucks, vans, specialized trucks (except money transport vehicles), specialized vehicles, tractor-trailers, semi-trailer trucks, trailer trucks, and passenger buses with more than 29 seats); Lane 2 does not differentiate by vehicle type. Vehicles are allowed to travel in Lane 1 (the lane next to the median), complying with the maximum permitted speed of 100 km/h and the minimum speed of 80 km/h; Lane 2 (the lane next to the emergency lane), complying with the maximum permitted speed of 100 km/h and the minimum speed of 60 km/h.

Amend and supplement Clause 2.1, Section 2, Chapter IV, Part II regarding the locations of the National Highway 2 underpass (Km0+080 - Km0+840), the Red River overpass (Km76+600 - Km78+640), and the Lo River overpass (Km47+350 - Km48+550) as follows: Lane 1 prohibits trucks with a total weight exceeding 7,500 kg; Lane 2 is open to all vehicles.

Arrange lane separation signs on each lane, and signs indicating the maximum and minimum permitted speeds on each lane; paint information on the maximum and minimum permitted speeds on the road surface of each lane at highway entrance interchanges in appropriate and easily visible locations to reiterate the information from the corresponding maximum and minimum permitted speed signs along the route, thereby facilitating traffic flow.

In the event of repair, maintenance, renovation, or upgrading of certain infrastructure components, or the handling of incidents affecting traffic flow on the expressway, temporary speed limit signs may be installed for a certain period, but this must be approved by the competent road management authority. The pilot traffic management plan will be implemented for one month starting from November 10, 2025.

The Vietnam Road Administration (VRA) has assigned the Vietnam Expressway Investment and Development Corporation (VEC) to review and compare the approved traffic organization plan regarding: scale, road width, number of lanes for vehicles, emergency stopping lanes, road signaling system, road safety works arranged on the main expressway route, at interchanges with the expressway, toll stations, intelligent transportation system, etc. If adjustments or additions to the traffic organization plan are needed during operation, a report must be submitted to the VRA for consideration and resolution.

Simultaneously, VEC decided on temporary measures to locally adjust traffic organization plans at certain locations on the highway for the following cases: construction work on roads currently in operation; maintenance of highway infrastructure and highway interchanges; prevention of potential construction incidents, ensuring traffic order and safety; notification and submission of approved traffic organization plans to the Traffic Police on duty on the highway; dissemination of approved traffic organization plans to ensure compliance by road users; and close coordination with traffic police to ensure traffic order and safety.

In addition, Road Management Area I is responsible for inspecting and monitoring the implementation of the traffic organization plan; making adjustments if necessary to ensure traffic order and safety (but not including increasing the operating speed on that section of the road).
