
This grant is used to implement the project "Technical cooperation in the field of drainage to enhance resilience to climate change in Can Tho city", lasting for 3 years (2025-2028).
According to Decision No. 2046/QD-UBND signed by Chairman of Can Tho City People's Committee Truong Canh Tuyen, the project will be implemented in Can Tho City from October 2025 to September 2028. The project's governing body is Can Tho City People's Committee, Can Tho City Department of Construction is the project owner. The implementing unit is Can Tho Department of Construction in coordination with the Department of Roads and Drainage of Fukuoka City - Japan. Regarding the financial mechanism, this is a non-refundable aid, with JICA directly managing finances and implementing activities. Notably, the counterpart capital of the Vietnamese side in this project is 0 VND.
The main objective of the project is to enhance the capacity needed to sustainably manage the drainage and wastewater treatment system in Can Tho City. Specific objectives include: improving the capacity to plan the completion of the wastewater collection system, the capacity to operate and manage existing wastewater treatment plants, and the capacity to organize propaganda activities to raise awareness among the people.
The project sets out the main results after the implementation period as follows: having 5 staff of Can Tho Department of Construction and related departments who can guide appropriate management and maintenance plans; developing technical guidance documents on maintenance and management plans (such as process guidelines, periodic inspection lists). After being trained, the staff will organize at least 2 seminars or training sessions on guidance documents for staff of the Department of Construction and deploy at least 2 propaganda activities to raise public awareness.
The decision to approve this aid is a specific implementation step after the Department of Construction of Can Tho City and the Department of Roads and Drainage of Fukuoka City (Japan) signed a Memorandum of Understanding on the Technical Cooperation Project in March 2025. This project is within the framework of JICA's Development Partnership Program.
Mr. Takeshita Kazuhiro, Director of the Road and Drainage Department of Fukuoka City, said that through the JICA project, Fukuoka City will promote and utilize the experiences and expertise in advanced technology in drainage systems as well as international technical cooperation initiatives that the city has accumulated, in coordination with Can Tho City to address three problems that Can Tho is facing, including: damage caused by flooding and the discharge of untreated wastewater into public water sources; ineffective management and operation of existing wastewater treatment plants and lack of understanding and cooperation from the people in connecting private drainage pipes to the public drainage system.
The goal of this cooperation is to better manage flooding and improve the water environment of Can Tho city, helping the city develop sustainably. Fukuoka city is applying water-saving city models by reusing treated water, improving water quality with advanced treatment technology and comprehensive flood prevention measures. Currently, the proportion of Fukuoka's population receiving wastewater treatment has reached 99.9%.
Speaking to a reporter from the Vietnam News Agency on October 28, a representative from JICA said that the project "Technical cooperation in the field of drainage to enhance resilience to climate change in Can Tho city" is a grassroots cooperation between Fukuoka city and Can Tho city. After the Can Tho City People's Committee has decided to approve the aid from JICA, in about 3 months, the parties will sign a contract to implement specific cooperation contents.
In recent times, Can Tho city has proactively implemented many solutions to improve the efficiency of drainage and wastewater treatment system management, however, the results are still limited due to lack of capital and human resources. The city has been actively coordinating with international organizations, including JICA, to research and seek funding sources. City leaders expect that with advanced technology and effective management models from Fukuoka, the city will have more breakthrough solutions and experiences to create a sustainable living environment for the people.
