Urgently complete special mechanisms and policies to implement the North-South high-speed railway project

(Baohatinh.vn) - Prime Minister Pham Minh Chinh directed to speed up the progress of key railway projects, mobilize resources and perfect policy mechanisms in 2025.

The Government Office has just issued Notice No. 579/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 4th meeting of the Steering Committee for important national works and projects in the railway sector.

At the third session, the Prime Minister assigned 39 tasks, which ministries, branches and localities have actively implemented. To date, 16 tasks have been completed to meet requirements. The Prime Minister requested ministries, branches and localities to focus on implementing a number of key tasks:

Building, appraising and promulgating railway standards and regulations

The Ministry of Construction presides over and coordinates with the Ministry of Justice to review policy mechanisms to mobilize resources, including state resources (central and local) and non-state resources.

The high-speed railway project on the North-South axis passing through Ha Tinh has a length of 103.42 km.

Ministries, branches and agencies send comments at the request of the Ministry of Construction and the direction of the Prime Minister on the development of a resolution on a special mechanism for implementing the high-speed railway project to soon submit to the National Assembly.

The Ministry of Construction and the Ministry of Science and Technology, according to their functions and tasks, will develop, appraise, and promulgate standards and regulations on railways (high-speed railways and urban railways) to be completed by October 2025. This is a definite requirement that must be completed to serve as a basis for implementing the next work.

Urgently complete special mechanisms and policies to implement the North-South high-speed railway project

Regarding the high-speed railway project on the North-South axis , the Ministry of Construction shall preside over and coordinate with relevant ministries and branches to urgently complete the dossier on evaluating and selecting the optimal investment form, criteria for selecting investors and dossiers on specific mechanisms and policies for the project after promulgating regulations, standards and procedures in accordance with the direction of the Prime Minister and the direction of the Prime Minister in Document No. 10049/VPCP-CN dated October 16, 2025 and Deputy Prime Minister Tran Hong Ha in Notice No. 567/TB-VPCP dated October 22, 2025; direct the Railway Project Management Board to select consultants to support project preparation as reported by the Ministry of Construction.

According to information from the Ha Tinh Department of Construction, the high-speed railway project on the North-South axis passes through 18 communes and 5 wards of the province with a total length of about 103.42km.

To date, the project is expected to reclaim about 764.12 hectares of land, affecting about 1,800 households with residential land, of which nearly 1,300 households must relocate and resettle; excavating more than 4,000 graves. The project also affects the power grid infrastructure and many other works and technical infrastructure. The estimated cost of site clearance for the project section passing through the province is about 8,462 billion VND.

Localities and Vietnam Electricity Group (EVN) continue to promote site clearance and relocation of technical infrastructure according to approved plans.

Localities urgently review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance for timely arrangement and coordination, ensuring no delay in site clearance due to lack of capital.

The Ministry of Construction coordinates with the Ministry of National Defense and the Ministry of Public Security to clear land, survey, and relocate defense and security works to ensure the effectiveness and progress of project implementation.

Ensure the commencement of the Lao Cai - Hanoi - Hai Phong Railway Component 1 Project on December 19, 2025

Regarding the Lao Cai - Hanoi - Hai Phong railway project, the Ministry of Construction will preside over and coordinate with the People's Committees of the provinces and cities of Hai Phong, Hanoi, and Bac Ninh to urgently work and agree on the route plan and locations of the remaining stations (Nam Hai Phong station, Yen Thuong station, Kim Son) in October 2025.

At the same time, the Ministry of Construction urgently prepares all necessary conditions to ensure the commencement of Component Project 1 (using domestic capital) on December 19, 2025 at the stations, in which it agrees with the proposal of the Ministry of Construction to organize the main bridge point at Lao Cai station. Note that it is necessary to review and ensure full procedures according to legal regulations and the National Assembly's resolution on the project.

The Ministry of Agriculture and Environment supports and speeds up the appraisal and approval of the Environmental Impact Assessment Report and dossiers on forest use conversion for Component Project 1.

The Ministry of Finance urgently established a negotiating team and conducted negotiations on the Framework Agreement and the contract to provide capital for the project; promptly implemented the Prime Minister's direction on the proposal to issue government bonds for the project to proactively source capital for project implementation.

Localities urgently review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance to promptly arrange and coordinate, ensuring that site clearance work is not delayed due to lack of capital; focus on completing site clearance to ensure the commencement of Component Project 1 on December 19, 2025.

Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Hanoi People's Committee shall preside over the proposal to send to the Ministry of Finance to synthesize and submit to the Prime Minister before November 5, 2025 for consideration and decision on mobilizing ODA capital and preferential loans for Project Line 3 (Hanoi Station - Hoang Mai) in accordance with the Government's regulations in Resolution No. 318/NQ-CP dated October 9, 2025 and related laws; coordinate with the Ministry of National Defense to soon agree on the policy of land recovery for the Depot of Project Line 5 (Van Cao - Hoa Lac). At the same time, speed up the progress of projects Line 2 and Line 3 (Cau Giay - Hanoi Station) and project adjustment procedures according to the TOD model.

Ho Chi Minh City People's Committee focuses on completing procedures to adjust Project Line 2 (Ben Thanh - Tham Luong), striving to start construction by the end of 2025; prioritizing investment in the railway line connecting Tan Son Nhat with Long Thanh International Airport.

The Ministry of Finance shall preside over and coordinate with the Ministry of Justice, the Ministry of Foreign Affairs and relevant agencies to promptly resolve recommendations on ODA capital and financial mechanisms for urban railway projects.
