The Party Committee of the Ministry of Culture, Sports and Tourism held a training session on the implementation of the application "Electronic Party Member Handbook"

On October 29, at the headquarters of the Ministry of Culture, Sports and Tourism, the Party Committee of the Ministry of Culture, Sports and Tourism coordinated with the Government Party Committee Office to organize a training conference to deploy the application "Electronic Party Member Handbook". The conference was held online, connected to the bridge point of the Central Party Office.

Attending the meeting at the Ministry of Culture, Sports and Tourism's bridge point were nearly 300 delegates, including: members of the Executive Committee, members of the Inspection Committee of the Party Committee of the Ministry; leaders, cadres, civil servants of the advisory and support departments of the Party Committee of the Ministry; representatives of Party committees, Party cells, Party committees of units directly under the Party Committee of the Ministry; representatives of Party committees of cells directly under the grassroots Party Committee, Party cells directly under the Party committees of units directly under the grassroots Party Committee; cadres in charge of digital transformation work of Party organizations...

The conference was held to deploy the unified use of the "Electronic Party Member Handbook" application throughout the Party Committee of the Ministry of Culture, Sports and Tourism; support Party members in Party activities, provide complete and timely documents and materials of the Party, the State and the Party Committee of the Ministry; enhance interaction between Party members and Party organizations, improve the effectiveness of management, education, training and evaluation of Party members. At the same time, serve the study of resolutions, directives and regulations of the Party; promote exemplary propaganda, raise political awareness, ethics and working style; implement digital transformation in Party work, towards a synchronous digital management platform, reduce costs, save time and resources.

The conference was held online, connected to the bridge of the Central Party Office.

Speaking at the opening of the Conference, Deputy Director of the Department of Digital Transformation - Cipher, Central Party Office Dao Van Hanh said: On July 10, 2025, the Central Party Secretariat issued Regulation No. 339-QD/TW on the use of the "Electronic Party Member Handbook" application. The system is deployed uniformly throughout the Party, applicable to all official Party members, probationary Party members, Party cell committees at all levels... This is the first application to be popularized to all Party members, marking an important step forward in digital transformation work in Party agencies. Regulation 339 of the Secretariat clearly defined the goal of building a unified digital environment to contribute ideas, exchange information and serve Party activities, and stipulate the responsibilities of Party committees, Party organizations and Party members in using this application. At the same time, it also sets out requirements to ensure the safety and security of information and data of the Party and Party members.

Implementing Regulation No. 339, the Party Central Office, together with the Central Organizing Committee, coordinated with Viettel Group to complete the development of the application software. The Party Central Office issued Plan No. 168-KH/VPTW dated August 21, 2025 on deploying the application "Electronic Party Member Handbook" in two phases: Phase 1: Pilot implementation at 4 Party Committees including Party Committees of Central Party Agencies, Dong Thap Party Committee, Lang Son Party Committee and Thai Nguyen Party Committee, implemented from August 25 to October 15, 2025. The implementation results showed that the application has operated stably and effectively, providing practical support for Party cells and Party members in activities, updating information, managing Party members and improving the quality of Party building work. Based on the results of the pilot phase, relevant agencies and units have determined that the application is ready to deploy phase 2 nationwide.

According to Mr. Dao Van Hanh, putting the "Electronic Party Member Handbook" into widespread use is one of many important steps in concretizing the digital transformation project in Party agencies and Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. This is a solution that contributes to innovating the Party's leadership method, improving the effectiveness of Party organization work, promoting the role, responsibility, pioneering and exemplary role of Party members in the digital transformation process of the Party and the country.

"Therefore, today's conference is organized to help party members grasp the contents, features and methods of using the electronic Party Member Handbook. Party members will become the core force to guide and support at grassroots Party cells. With a high sense of responsibility and determination, I believe that today's training conference will create an important premise for the application of the electronic Party Member Handbook to be deployed synchronously and effectively throughout the Party" - Mr. Dao Van Hanh emphasized.

At the conference, party members listened to the reporter's instructions on how to use the "Electronic Party Member Handbook" system on mobile devices and personal computers. Accordingly, the application has the following functions: viewing party news; Party activities, meeting attendance, creating opinions, recommendations, voting, scoring activities; viewing tasks and resolutions after the meeting; exploiting documents and materials; studying resolutions; sending and receiving documents...

The training conference on "Electronic Party Member Handbook" demonstrates the high determination of the Party Committee of the Ministry of Culture, Sports and Tourism in pioneering the application of information technology and digital transformation in Party building work. The successful implementation of the application will contribute to building the Party Committee of the Ministry of Culture, Sports and Tourism to be increasingly clean and strong, meeting the requirements of tasks in the new situation./.
